    Job Summary:

    As a **Government Contracts Manager – Defense** , you will be responsible for overseeing day-to-day operations of the businesses contract management, which includes FAR and DFARS and Subcontract terms and conditions.

    What You Will Do:

    + Support Caterpillar Defense’s operations in the identification and mitigation of contractual and compliance risk through direct sales, dealer sales, bids and proposals, account and program management, and purchasing or subcontracting efforts.

    + Perform comprehensive risk analyses of government and commercial solicitations, bid proposal documents, representations and certifications, and sales and purchase terms and conditions.

    + Provide guidance and counsel on government contracts requirements to Caterpillar Defense leadership, program and account managers, engineering personnel, purchasing personnel, account coordinators, and other personnel in the enterprise encountering the government contracts risk.

    + Maintain ownership of and accountability for Caterpillar Defense’s contracts management processes.

    + Manage contracts administration team and operations inherent to contracts administration function.

    What You Will Have:

    **Issues Management and Remediation:** Knowledge of techniques and processes for issues management and remediation; ability to identify any error or fault, and correcting them in a timely manner.

    Level Extensive Experience:

    • Designs and implements control measures to ensure adherence to the policies, standards, and procedures.

    • Manages identified deficiencies and the status of remediation efforts through a centralized tracking system, such as Metric Stream, in adherence with the enterprise issue management standards.

    • Oversees resolution of exceptions that have been raised or escalated.

    • Overseeing and managing all aspects of contracts, from initial negotiation to execution and ensuring compliance

    • Leveraging FAR Part 12 Commercial Item Provisions to safeguard and maximize company intellectual property rights.

    **Risk Management:** Knowledge of processes, tools and techniques for assessing and controlling an organization's exposure to risks of various kinds; ability to apply knowledge of risk management appropriately to diverse situations.

    Level Extensive Experience:

    • Implements function-wide risk management processes and tools.

    • Designs cross-functional risk management processes, tools, and audit mechanisms.

    • Establishes key business-specific risk management benchmarks.

    • Working with internal stakeholders and external customers to negotiate and finalize contract terms.

    • Managing contracts throughout their lifecycle, including tracking deadlines, deliverables, and obligations.

    • Identifying and mitigating potential contractual risks

    **Analytical Thinking:** Knowledge of techniques and tools that promote effective analysis; ability to determine the root cause of organizational problems and create alternative solutions that resolve these problems.

    Level Extensive Experience:

    • Seeks discrepancies and inconsistencies in available information; explains variances.

    • Organizes and prioritizes the sequence of steps to be taken to remedy the situation.

    • Identifies many possible causes for a problem based on prior experience and current research.

    • Quantifies the costs, benefits, risks and chances for success before recommending a course of action.

    • Approaches a complex problem by breaking it down into its component parts.

    **Relationship Management:** Knowledge of relationship management techniques; ability to establish and maintain healthy working relationships with clients, vendors, and peers.

    Level Extensive Experience:

    • Communicates to clients regarding expectations of all parties.

    • Participates in negotiating the terms of the business relationship.

    • Conducts periodic reviews of work effort, progress, issues, and successes.

    • Maintains productive, long-term relationships with clients or vendors.

    • Creates opportunities to educate support teams on client priorities.

    • Empowers others to establish collaborative, healthy relationships.

    **Managing People:** Knowledge of processes involved in managing people; ability to lead successful teams, and diligently address issues related to performance and conflicts at the workplace.

    • Anticipates and manages difficult interpersonal situations and conflicts; resolves them to mutual satisfaction.

    Additional Information:

    + This position is located in Dallas, TX and requires a 5-day-a-week schedule in office

    + Moderate travel required (5%-15% of working time)

    + Relocation will not be available

    Summary Pay Range:

    $126,000.00 - $189,000.00

     

    Compensation and benefits offered may vary depending on multiple individualized factors, job level, market location, job-related knowledge, skills, individual performance and experience. Please note that salary is only one component of total compensation at Caterpillar.
