Summary This position may be eligible for the Education Debt Reduction Program (EDRP) a student loan payment reimbursement program. You must meet specific eligibility requirements per VHA policy and submit an EDRP application within four months of appointment. Program Approval, award amount (up to $200,000) & eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after EDRP application review. Former EDRP participants are ineligible to apply. Responsibilities This part-time Otolaryngologist / ENT Surgeon position is located within the Surgical Services Department and reports to the Chief of Surgery. Provider practices independently, using professional judgment and expertise to make decisions about services and treatment provided to Veterans. They consult with their supervisor / colleagues to develop knowledge and apply agency policies and practices to new matters. Their work is reviewed for technical adequacy and conformance with procedures and practices applicable to the subject. The Otolaryngologist / ENT Surgeon ensures a high level of communication with patients, referring providers, nursing staff and support staff. The position has the following duties: Administrative Summary Participates in Quality Management activities including but not limited to monthly Surgical Staff Meetings and educational events. Participates in selected committees as designated by the Chief of Surgery (e.g. Surgical Work Group, Peer Review Committee, Electronic Health Records Committee, etc.) Provides direct clinical supervision to Physician Assistants (PAs) when the PAs are working in Otolaryngology / ENT Surgery Clinic or assisting in the OR with ENT cases Completes clinic notes within 7-days and operative notes within 1-day with medically acceptable levels of detail. Clinic notes for urgent and emergent patients to be completed same day Adheres to the Medical Staff Bylaws, policies, procedures and SOPs Cooperates with other members of the medical staff to achieve high quality whole-health patient care Communicates / collaborates with OR nursing staff and SPS staff to ensure appropriate equipment and supplies are available for all orthopedic surgical operations Reports incidences of medical and surgical care that they believe did not meet acceptable standards to the Chief of Surgery and the Chief of Staff Participates as requested in the facility Peer Review process Position Summary Ensures high quality care is provided to every patient The Otolaryngology / ENT surgeon's clinical responsibilities include provision of care in all areas at the MAN VAMC. Clinical responsibilities may also include provision of care at MAN VAMC Community Based Outpatient Clinics Provides consultative Otolaryngology / ENT surgery evaluation and management services and ENT surgical services consistent with the ambulatory status of the Manchester VAMC Privileges may include performance of fluoroscopy which requires completion of specific device operation and radiation safety educational modules Privileges may include supervision of moderate sedation which requires Advanced Cardiac Life Saving certification Informs the patient regarding risks, benefits and alternative treatments of proposed surgical procedures and operations and secures informed consent from the patient or DPOA for health care before conducting invasive procedures Completes or supervises completion of pre-operative history and physical exam, review of pre-operative studies, completion of pre-operative assessment Performs surgical operations based on training, skill and adequacy of infrastructure support Performs office-based diagnostic and therapeutic procedures based on training, skill and adequacy of infrastructure support Evaluates the patient to assess any changes in the physical status, lab values and vital signs prior to surgery. Enters appropriate pre- and post-operative notes in the patient's medical record Uses the best available, evidence-based procedures and performs them at or above nationally accepted quality levels. Participates in post-operative after-hours coverage appropriate to the magnitude of surgical cases and resources of the facility Provides Otolaryngology / ENT surgery specialty consultations as requested Maintains BLS certification Maintains an active medical license in the United States Acquires CMEs and participates in MOC as required by the individual's specialty board Establishes familiarity with and understanding of the VA Surgical Quality Improvement Program (VASQIP) and participates actively in quality assessment and quality improvement initiatives Participates in the disclosure process in appropriate situations Participates in the education and training of medical students, residents and fellows as appropriate Undergoes a Focused Professional Practice Evaluation (FPPE) upon initiation of clinical duties, and Ongoing Professional Practice Evaluations (OPPEs) thereafter Work Schedule: Part Time position, tour of duty will be determined between the Physician and their Supervisor. Notifications: This position is in the Excepted Service. Current and former Federal employees must submit copies of their most recent SF-50, (Notice of Personnel Action). The SF-50 must identify the position title, series, grade, step, tenure and type of service (Competitive or Excepted). In some cases, more than one SF-50 may be required to show a higher grade previously held. Requirements Conditions of Employment U.S. Citizenship; non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Must pass pre-employment physical examination. Participation in the seasonal influenza vaccination program is a requirement for all Department of Veterans Affairs Health Care Personnel (HCP). Qualifications To qualify for this position, you must meet the basic requirements as well as any additional requirements (if applicable) listed in the job announcement. Applicants pending the completion of training or license requirements may be referred and tentatively selected but may not be hired until all requirements are met. Currently employed physician(s) in VA who met the requirements for appointment under the previous qualification standard at the time of their initial appointment are deemed to have met the basic requirements of the occupation. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed. Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia. Residency Training: Physicians must have completed residency training, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. (NOTE: VA physicians involved in academic training programs may be required to be board certified for faculty status.) Approved residencies are: (1) Those approved by the Accreditation Council for Graduate Medical Education (ACGME), b) OR (2) Those approved by the American Osteopathic Association (AOA), OR (3) Other residencies (non-US residency training programs followed by a minimum of five years of verified practice in the United States), which the local Medical Staff Executive Committee deems to have provided the applicant with appropriate professional training and believes has exposed the physician to an appropriate range of patient care experiences. Proficiency in spoken and written English. Education Degree of Doctor of Medicine or an equivalent degree resulting from a course of education in allopathic medicine or osteopathic medicine. The degree must have been obtained from an institution whose accreditation was in place for the year in which the course of study was completed. Approved schools are: Schools of medicine accredited by the Liaison Committee on Medical Education (LCME) for the year in which the degree was granted, or Schools of osteopathic medicine approved by the Commission on Osteopathic College Accreditation of the American Osteopathic Association for the year in which the degree was granted. For foreign medical graduates not covered in (1) or (2) above, facility officials must verify with the Educational Commission for Foreign Medical Graduates (ECFMG) that the applicant has met requirements for certification, and must obtain a copy of the ECFMG certificate, if claimed by the applicant. [If the applicant does not claim an ECFMG certificate, facility officials must still confirm that the medical school meets (or met) ECFMG eligibility requirements for the year the candidate graduated.] NOTE: The Under Secretary of Health or designee in the VHA Central Office may approve the appointment under authority of 38 U.S.C. 7405 of a physician graduate of a school of medicine not covered above if the candidate is to be assigned to a research, academic, or administrative position with no patient care responsibilities. The appointment will be made only in exceptional circumstances where the candidate's credentials clearly demonstrate high professional attainment or expertise in the specialty area.
