Duties Description The incumbent will report to the Office of Emergency Management (OEM) Data Visualization Section. Under the direction of the Homeland Security Program Analyst (HSPA) 2, the HSPA 1 is responsible for ensuring project deliverables, in the development of analytical tools, and products that will synthesize a wide variety of data into concise and actionable information for state and local emergency management stakeholders. The incumbent will identify data needs and maintain the effectiveness of the tools and products the team creates. Duties include, but are not limited to:• Provide analytical support and project management for OEM programs, projects, and initiatives.• Develop project plans, deliverables, and analytical analysis for management view.• Conduct and manage comprehensive research on the compilation and analysis of a variety of emergency management, homeland security and public safety data and trends at the state, local, federal and international levels interacting extensively with agency representatives, subject matter experts, advisory services, and legal resources as relevant. • Prepare preliminary reports, recommendations and alternatives based on gathered information.• Participate in the development of dashboards and reports displaying complex data. • Participate in planning efforts to identify long and short-term challenges, exploring new solutions for issues that arise and identify best practices for the agency and its programs.• Evaluate the impact of federal and state legislative programs, mandates and processes on the resources and operations of the program and agency.• Develop and utilizing research methodology and techniques, to include surveys and other mechanisms to gather stakeholder feedback. • Gather, analyze, and visualize data to help the agency make more informed decisions.• Facilitate the implementation and operation of ongoing and new evolving OEM initiatives and assist in the coordination and operational support of targeted program activities.• Draft correspondence, policy, white papers, standards, bulletins, advisories, progress reports, and study results on targeted topics.• Evaluate and comment on homeland security, public safety, and emergency management programs and studies conducted by other state and national governments and public/non-profit/private sector organizations.• Organize and/or coordinate meetings, work groups, and training.• Support new and growing programs coordinated and led by field staff to include the County Emergency Preparedness Assessment (CEPA) and Local Emergency Management Accreditation programs. • Travel may be required, up to 20%.
Minimum Qualifications Non-competitive: bachelor’s degree and two years of experience* in intelligence analysis, homeland security, counter terrorism, emergency preparedness analysis and assessment, or investigations. *A master’s degree may substitute for one year of the experience.Please note that due to the anticipated response to this announcement, your resume must clearly define your analysis experience outlined above or you will be disqualified from consideration of an interview.
