    CONSTRUCTION AND DEMOLITION DEPARTMENT

    REHAB DIVISION

    TEAM WORKER

    The City of Detroit Demolition Department manages the City’s demolition program and the City’s residential stabilization / rehabilitation program. These programs are a cornerstone in Mayor Duggan’s effort to revitalize Detroit.

     

    Reporting to the Assistant Director for Rehabilitation, this position is primarily responsible for securing publicly-owned residential structures by installing boards over door and window openings. The position will also provide other field support as needed.

     

    Under immediate supervision and established safety and operating standards and policies, performs routine tasks involved in a variety of city services. These range from strenuous physical labor on moving, cleaning, construction, maintenance or repair; to simple activities in public buildings, yards, facilities, and for other public purposes; to pick up and delivery of supplies, equipment, people, or mail. May operate special purpose vehicles and equipment, help Technicians, and keep records of these activities.

     

    This is a Temporary Administrative Special Services (TASS) position.

     

    This appointment term is based on the availability of the grant funds.

     

    Examples of Duties

     

    1. Lift/ Load/Transport materials and equipment

    + Picks up and delivers equipment, supplies, mail, and materials.

    + Loads, unloads, wraps, stacks and otherwise prepares items for transport or for use.

    + Helps move heavy objects, such as stones, furniture, machinery, auto equipment and materials.

    2. Operate/steward special vehicles and equipment

    + Checks operating condition as directed, maintains proper fluid levels, cleanliness, batteries, and tire pressure, and performs other minor services on the assigned vehicle.

    + Operates trucks, tractors, or special purpose vehicles and equipment consistent with policies.

    + Performs minor maintenance on vehicles and equipment, including changing filters, lubricating parts; changing tires, batteries, oils and fluids; cleaning and servicing with fuel, water or oil.

    + Drives vehicles making service calls such as investigating reports.

    3. Repairs to minor equipment and facilities

    + Performs routine building maintenance tasks such as firing a small furnace, oiling machinery and motors, replacing fuses and light bulbs, and putting up and removing screens, mirrors or doors.

    + Prepares disabled vehicles for movement by connecting jumper cables, brake cables, cable clamps, air hose, light bars or other appropriate equipment to vehicles

    + Sets up, paints, and makes minor repairs to parking lots, parks and grounds, and equipment.

    4. Light recording, stock sorting

    + Performs miscellaneous routine clerical, stock handling, mail or equipment handling duties.

    + Maintains records of the location of deliveries and collections and other activities.

    + Reports defects observed in city facilities, including restrooms, offices, garages, yards, play equipment, to ensure that they are in a safe and orderly condition.

    5. Custodial/cleanup including hand tools.

    + Dumps barrels of refuse collect waste and recyclables, or shovels dirt and rubbish into trucks.

    + Rakes leaves, shovels and/or removes snow and spreads salt.

    + Sweeps, dust, waxes, mops and scrubs floors, stairs, woodwork, walls, windows, and such.

    + Operates shredders, vacuums, floor scrubbers, polishers, buffers or other cleaning equipment.

    + Cleans restrooms, grounds, buildings, and equipment, including fountains, bandstands, athletic fields, park and light fixtures, furniture, catch basins, lagoons, sewers, pools, and canals.

    + Removes biohazards such as blood spills according to department policies.

    6. Landscape parks and facilities

    + Mows lawns trims hedges and trees, and prunes shrubbery.

    + Drains clean and refills wading pools and display fountains.

    + Moves and arranges benches, chairs, and tables.

    7. Strenuous physical tasks

    + Breaks concrete and asphalt streets, curbs and sidewalks.

    + Performs any of a variety of tasks involving physical strength and agility, including digging holes, tunnels and trenches, or operating air hammers, hand tools, mowers, or towing apparatus.

    + Erects, repairs or dismantles structures such as bleachers, fences, stands, backstops, guard rails.

    + Assists trade workers or technicians by performing simple routine tasks, such as pulling nails from lumber, carrying bricks, cutting and threading pipes, or lifting heavy components or parts.

    Minimum Qualifications

    + High school graduation or G.E.D.

    + One year of experience preferred in one or more of the following task areas:

    + Performing strenuous labor duties

    + Lubricating and washing automotive equipment

    + Commercial driving experience

    + Light record-keeping related to supplies or activities

    + Two years of experience preferred in one or more of the following occupational areas:

    + Grounds maintenance employment

    + Janitorial or general cleaning employment

    + Operation of special purpose vehicles and equipment

    + Operating portable, self-propelled construction machines.

    EQUIVALENCY

    + Equivalent combinations of education and experience that provide the required knowledge, skills, and abilities will be evaluated on an individual basis.

    LICENSE, CERTIFICATION AND OTHER SPECIAL REQUIREMENTS:

    + Worker I: Meets minimum qualifications.

    + Worker II: Possess a valid State of Michigan Operator License, and meets one or more experience area criteria.

    Medical Plan Offering for Administrative Special Services Employees

    The City of Detroit is pleased to continue to provide a medical plan option to our Administrative Special Services Employees for the 2020 plan year. This plan is provided by Blue Care Network of Michigan and utilizes their PCP Focus Network. This plan provides you with the opportunity to receive an enhanced level of benefits and pay less out of your paycheck for your medical plan. There are two important requirements that you should consider and understand if you should decide to enroll in this plan. You will have to choose a primary care physician that serves within the PCP Focus network. This primary care physician coordinates your care. The network includes over 22,000 Primary Care Physicians. There are also Wellness Requirements that you (the subscriber) must meet in order to remain in the enhanced level of benefit.

    Administrative Special Services Staff (Exempt) are eligible for the following benefits:

    + CURRENT SICK LEAVE – Granted (3) months of continuous service. (1) day per month, not to exceed (12) days per year.

    + VACATION – Granted (1) day per pay period, not to exceed 20 days per fiscal year

    + PAID HOLIDAYS – Granted if paid for 600 straight time hours in the (12) months prior to the holiday

    + MILEAGE REIMBURSEMENT - Granted on same basis as regular employees.

    + WORKERS COMPENSATION – Covered by applicable laws.

    + UNEMPLOYMENT COMPENSATION - Covered by applicable laws.
