POSITION DETAILS This is a full-time, 40 hour per week position on first shift. Schedule is Monday-Friday between 8:00am and 4:30pm. Duties of this position include, but are not limited to:
+ Managing productivity, defining expectations, and coordinating assigned programs including working with federal and other state partners.
+ Managing program and oversight of licensing and inspections of the safe use of source, byproduct and special nuclear material consistent with the requirements of the National Materials Program.
+ Coordinating with the Division of Emergency Management and Homeland Security to ensure adequate plans, staffing and training to support the state’s radiological emergency plan.
+ Directing staff in response to and advising division director of radiological consequences resulting from radiological incidents at fixed nuclear facilities or other locations in the state.
+ Oversight of enforcement actions resulting from violations at facilities that utilize ionizing radiation
+ Coordination and oversight of environmental monitoring for buildup of radioactivity in the environment
+ Providing oversight and staffing to support the agency’s incident management team
+ Other necessary tasks as required.
The Radiation Division ensures the safe and secure possession, use, transportation, and disposal of radioactive material and radiation producing machinery and responds to incidents involving radioactive material and fixed nuclear facilities. The Radioactive Materials units is responsible for the Agreement State program, field operations and emergency response. The Agreement State Program is responsible for licensing and inspection of facilities using radioactive material. The unit ensures materials are operated in compliance with Connecticut regulations and the National Materials Program to ensure radiation exposures to the general public and employees are maintained are safe levels and adverse impacts to the environment are minimized. The Field Operations and Emergency Response provides technical direction for radiological emergency preparedness and response activities, maintains radiation measurement equipment, conducts environmental monitoring for buildup of radioactivity in the environment, and supports agency incident management.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Energy and Environmental Protection this class is accountable for supervising Environmental Protection Radiation Control Physicists and Environmental Protection Radiation Control Specialists; performing complex radiological control investigations, inspections and studies pertaining to control of all sources of ionizing and non-ionizing radiation, and responding to incidents and accidents involving sources of ionizing and non-ionizing radiation.
EXAMPLES OF DUTIES
+ Schedules, assigns, oversees, and reviews the work of staff;
+ Provides staff training and assistance;
+ Conducts performance evaluations;
+ Determines priorities and plans unit work;
+ Establishes and maintains unit procedures;
+ Develops or makes recommendations on the development of policies and standards;
+ Acts as liaison with other operating units, agencies, and outside officials regarding unit policies and procedures;
+ Prepares reports and correspondence;
+ Organizes and oversees complex radiation monitoring of air, water, milk, and other materials to evaluate ionizing radiation exposure;
+ Develops and maintains a radiological emergency response plan for accidents involving radioactive materials, including releases from fixed nuclear facilities and transportation accidents;
+ Recommends corrective measures as necessary;
+ Consults with laboratory personnel, users, possessors, and manufacturers of ionizing radiation-producing machines and materials and with other state, interstate, and federal agencies on matters regarding radiation control;
+ Keeps informed on the latest technological developments in radiation control-related fields;
+ Supervises the maintenance and calibration of radiation detection equipment;
+ Supervises and performs complex radiological studies to evaluate worksite radiation exposure to workers and the public;
+ Supervises the scheduling of repeat inspections to ensure compliance;
+ Supervises and performs radiation monitoring and evaluation of sources and effects of non-ionizing radiation emitting devices and installations;
+ Supervises the collection and dissemination of information relating to control of sources of ionizing and non-ionizing radiation;
+ Supervises and organizes complex investigations, surveys, and studies pertaining to control of radiological waste and transportation of radioactive materials;
+ Oversees investigations of all complaints regarding sources of ionizing radiation;
+ May speak before lay and professional groups;
+ Performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY
+ Considerable knowledge of
+ relevant agency policies and procedures;
+ relevant state and federal laws, statutes, regulations, codes, and standards;
+ the principles of ionizing radiation, its measurement, and practices of control;
+ health and accident hazards associated with ionizing radiation;
+ the deleterious effects of exposure to ionizing radiation;
+ Considerable technical knowledge of radiation detection instruments;
+ Considerable
+ skill in the use and calibration of instruments;
+ interpersonal skills;
+ oral and written communications skills;
+ Considerable ability to recognize, evaluate, and control hazardous environmental contamination by ionizing radiation and radioactive materials;
+ Ability to utilize computer software;
+ Supervisory ability.
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Eight (8) years of experience in the recognition, evaluation, and/or control of potential occupational or environmental health hazards involving the use, manufacture, possession, transportation or disposal of resources of ionizing or non-ionizing radiation or radioactive substances.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
+ College training in radiation science, physics, physical science, biological science or nuclear engineering may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
+ A Master's degree in radiation science, physics, physical sciences, biological science or nuclear engineering may be substituted for one (1) additional year of the General Experience.
PREFERRED QUALIFICATIONS
+ Experience managing productivity, defining expectations, and coordinating programs while working with federal and state partners.
+ Work experience, course work or training in radiation protection principles and practices.
+ Experience interpreting and administering state and federal radiation control laws, regulations, policies, and procedures, including inspection, licensing, and enforcement activities.
+ Experience in licensing and inspection of the safe use of radioactive materials
+ Experience in Agreement State program management and coordination with the US Nuclear Regulatory Commission (NRC) National Materials Program.
+ Experience communicating information pertaining to health physics and state and federal radiation protection programs to the regulated community, state and federal agencies, non-governmental organizations, or the general public.
+ Experience in radiological emergency preparedness and response to accidents and incidents at fixed nuclear facilities including interpretation of dose projections and comparison to US Environmental Protection Agency (EPA) protective action guidelines.
+ Experience in operations conducted under the National Incident Management System (NIMS) incident command system.
SPECIAL REQUIREMENTS
+ Incumbent in this class may be required to travel.
+ Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
+ During employment in this class, incumbents will be required to receive and retain approval for unescorted access to nuclear facilities.
+ Incumbents in this class are required to meet medical requirements and maintain qualification for respiratory protection.
WORKING CONDITIONS
Incumbent may have significant exposure to ionizing radiation and toxic chemicals and fumes.
