Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a HELICOPTER FLIGHT INSTRUCTOR/EVALUATOR, Position Description Number PDD2460P01 and is part of the WY Army Aviation Support Facility, Wyoming Army National Guard. This is a Title 32 Dual Status Technician Excepted Service position. Military affiliation is required. Responsibilities This position is in the Wyoming National Guard's Army Aviation Support Facility and is responsible for providing instruction, evaluation and examination of rated pilots, instructor pilots, and aero-scout observers in flying techniques and methods of instruction, examination, and evaluation. Instruction involves basic and advanced techniques for flying aircraft using instruments. Incumbent is also responsible to the Facility Commander or Facility Supervisor for all aspects of aviation/ground safety matters. 1. Serves as an Instructor Pilot (IP): Trains and evaluates aviators on basic and advanced flight techniques that includes the procedures to use in emergencies and malfunctions over rough terrain, e.g., hills and forests both day and night. Training includes instruction and evaluation for operating unique electronics equipment, such as precision, on-precision, and GPS route navigation and approaches. 2. Performs preflight weather analysis, route and altitude selections, alternate airport selection, fuel, cargo and passenger load computations, selection of refueling stops, preflight inspections, flight plan filing, and firing ranges route planning/coordination. 3. Serves as pilot-in-command on the UH-60L or HH-60M aircraft to perform airlift support for DOD personnel, emergency medical evacuations, aerial fire suppression support, paradrops, rescue, and Defense Support of Civil Authorities (DSCA) operations. 4. Pilot will possess competency on all aviation matters that will encompass safety as the number one priority, demonstrate a consistent mature judgment and maintain a high degree of pilot proficiency for conducting flight missions under visual flight rules (VFR) and instrument flight rules (IFR). 5. Flights may be performed with a combination of day, night, and night vision goggle (NVG) operations under both favorable and unfavorable environmental conditions (fog, sleet, ice, rain, snow, high winds, low ceilings) over both favorable and unfavorable terrain (mountains, water, forest, desert, forest, etc.) which may require a transfer from IFR condition to marginal VFR condition for landing at remote locations. ** This is NOT an all-inclusive list of duties. ** Requirements Conditions of Employment KEY REQUIREMENTS: Open to US Army, Army Reserves, and Army Nat'l Guard military members only Must become a member of the Wyoming Army Nat'l Guard before appt. EMPLOYMENT CONDITIONS: Technicians are paid through Direct Deposit/Electronic Funds Transfer (DD/EFT). Military Technicians are ineligible for military enlistment, retention, and student loan repayment bonuses. Acceptance of a Technician position over 180 days will result in suspension or termination of these military incentives. Veteran's preference does not apply to National Guard Technician positions in accordance with Title 32 USC 709(f). CONDITIONS OF EMPLOYMENT: 1. This is a Testing Designated Position (TDP). The employee is subject to random drug testing. Pre-employment drug testing and participation in random drug testing is a condition of employment. 2. Must possess and continue to maintain a US Army Class II Flight Physical. 3. May be required to travel in military and/or commercial aircraft to perform temporary duty assignments. 4. Position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. 5. Subject to uncommon tours of duty, rotational shift assignments and compensation and/or overtime duty. 6. Able to obtain and maintain the appropriate security clearance of the position. 7. Will be required to wear and use personal protective equipment as required and provided by the employer. Area 1: All permanent and indefinite Wyoming National Guard (NG) WY ARNG employees assigned to the Army Aviation Support Facility (AASF). Area 2: All permanent and indefinite Wyoming National Guard (NG) T32 Dual Status technicians employed within the Wyoming National Guard. Area 4: All current Drill Status Airmen and M-day soldiers of the Wyoming National Guard. Area 6: Current military members of the US Army, Army Reserves or other states' Army National Guard units. Must be willing/eligible to join the Wyoming Army National Guard as a military member prior to appointment to position. MILITARY GRADE Min: CW2 Max: CW4 DESCRIPTION OF WORK: Positions in this series involve piloting or co-piloting UH-60L/M aircraft to carry out various operational programs and functions of the Army National Guard. The work provides ground and flight instruction and evaluation in aircraft piloting. The positions perform staff work concerned with planning, analyzing, or administering agency specific aviation programs, where the work requires primarily the application of pilot knowledge and skills. MANDATORY QUALIFICATION REQUIREMENTS: Eligibility requirements for Dual Status technician positions in this occupation are based on possession of Federal Aviation Administration pilot certificates -OR- appropriate military certifications, military ratings in the main-frame military aircraft (UH-60L or HH-60M), and the required competencies (knowledge, skills, and abilities). SPECIALIZED EXPERIENCE: Must possess at least two years specialized competencies in operating a UH-60L or HH-60M military helicopter, mission planning, and mission preparation. Must have graduated from a UH-60L or HH-60M Instructor Pilot Course (or eligible to attend IP course within 12 months of appointment to position). Must possess experience in filing flight plans and conducting crew briefings. Experience in aircraft preflight inspections, aircraft loading, and equipment assessments. Experience performing or supervising work procedures involved in navigation, in-flight refueling, search and rescue operations or surveillance and reconnaissance. Competent in conducting or supervising the training of crew members in simple to complex mission specific tasks. Experience developing plans and policies, monitoring operations, and advising commanders. Knowledge is required in flight theory, air navigation, meteorology, flying directives, mission tactics, and operating procedures. Experienced in the unit flying, explosive, and ground safety programs in accordance with Department of Defense, Department of the Army, National Guard Bureau, and/or Occupational Safety and Health Administration policies, regulations, and directives. ADDITIONAL EXPERIENCE REQUIREMENTS: Preference will be given to certified Instructor Pilots. If not IPC certified, must be willing to attend IPC within one year of appointment to position if selected. NOTE: General Requirements and Specialized Experience will be used to determine qualifications for the announced position.
