    JOB SPECIFICS

    The Child Support Officer manages a child support caseload using complex administrative and legal remedies, and effective case management skills to ensure children receive the support they are entitled to and to help reduce client reliance on public assistance.

    DESIRABLE EXPERIENCE:

    + Current paid work experience in child support

    + Experience interacting with and providing services to individuals from a variety of cultural and ethnic backgrounds

    + Current paid work experience determining eligibility for public assistance programs

    + Current paid work experience as a paralegal or legal secretary in Family Law

    + Post-secondary education in a legal, human services or closely related field

     

    SELECTION TECHNIQUE: Your training and experience will be rated based on the required application material submitted and the top scoring candidates will be forwarded to the hiring department for further consideration.

     

    HOURS / DAYS: 8:00 a.m.-4:30 p.m., Monday-Friday. Work schedules (hours and days) and location are subject to change based on department needs.

     

    ANTICIPATED HIRING RANGE: $27.72 - $37.77 Hourly

    JOB SUMMARY

    EMPLOYMENT CRITERIA

    MINIMUM QUALIFICATIONS: This position requires high school diploma or equivalent and two years of related work experience providing customer/client service in a human or social services, law, accounting, business or a closely related field; or a combination of education and job-related work experience that totals three years.

     

    The finalist for a position vacancy will be required to pass a criminal history investigation at County expense prior to beginning employment with Washington County.

    DUTIES & RESPONSIBILITIES

    Provide Child Support case management:

    • Assess public assistance and non-public assistance child support applications;

    • Gather and verify accuracy of case information to establish parentage and/or support;

    • Conduct interviews and investigations to locate individuals, income, public assistance benefits and assets;

    • Manage genetic testing schedules, collect genetic testing samples and maintain the chain of custody to ensure results are admissible in court;

    • Execute recognitions of parentage;

    • Assess case data and recommend legal action for nonpayment of support;

    • Prepare affidavits and testify as a witness in court hearings;

    • Provide technical assistance, mentor and train less experienced staff as needed;

    • Serve on committees or workgroups to develop child support policies and procedures;

    • Resolve case disputes, conflicts and complaints;

    • Interpret and explain court orders, statutes, rules and regulations regarding child support processes;

    • Ensure compliance with court orders;

    • Select and manage administrative and legal remedies for noncompliance, as needed;

    • Negotiate payment plans to suspend administrative enforcement remedies;

    • Apply county, state and federal law and policy to actions taken;

    • Sanction public assistance benefits as needed;

    • Gather information for the fraud investigations;

    • Research, evaluate and resolve arrears management issues;

    • Propose and negotiate arrears management plans;

    • Use computer case management system to assess, compare and evaluate data;

    • Maintain case history; and

    • Prepare legal documents, affidavits and financial reviews.

     

    Perform other duties as assigned.

     

    WORK ENVIRONMENT: Work is sedentary in nature performed within the Government Center and satellite offices. Continuous contact with the public, other staff and other agencies. Lifting requirement of 20 pounds on an occasional basis. Wrist and finger manipulation due to filing, compiling, calculating, or computer work. Equipment used will include computer, typewriter, calculator, telephone, copy/fax machine and others. Exposures may include but be not limited to disagreeable odors, communicable diseases, bodily fluids, and difficult and challenging behaviors. Additional physical/mental requirements that occur may not be listed above, but are inherent in performing the position's essential functions.
