    Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a SECURITY SPECIALIST (TRAINING SPECIALIST), Position Description Number D2161000 and is part of the PA 193rd Special Operations Wing, National Guard. 1 or more Position(s) may be hired against this Announcement. Responsibilities As a SECURITY SPECIALIST (TRAINING SPECIALIST), GS-0080-09, you will be responsible for reviewing all operations, mobility, contingency, and exercise plans to ensure combat readiness for the SF Squadron. Responsible for proper security, classification, and storage of classified documents. Oversee the coordination, review, and implementation of SF manning authorizations and military personnel assignments. Serve as the SF commander's key staff member responsible for the overall management of the unit-training program by overseeing the planning, organizing, directing, operating, and evaluating all unit training related items. Serve as the subject matter expert and consultant to the unit commander on all matters pertaining to the availability and management of the SF training program to meet the needs of the organization and mission. Develop, administer, and oversee the management of the unit's training programs to supervisors. Direct the certification testing (CERTEST) program. Forecast and submit Deployment For Training requirements in coordination with SF commander to ANG NGB/A7. Conduct unit self-inspections and assessments. Plan, formulate, analyze, and coordinate budget submissions. Represent SF at wing training meetings. When needed or directed, perform and enforce the full range of security forces duties within the military installation. Perform other duties as assigned. Requirements Conditions of Employment Qualifications APPOINTMENT STATUS: EXCEPTED This is a Dual Status Excepted Service Technician position in the Pennsylvania Air National Guard. AREA OF CONSIDERATION: Bargaining Position AOC 1: NG Employees at the 193rd SOW AOC 2: NG employees in the 193 Special Operations Wing (This includes 193rd SOW, 193rd RSG, 193rd AOG, 211th EIS, 271st CCS, 201st RHS, 112th ACS, 203rd Weather Flight, 193rd SOW Det 2, 148th ASOS, PA ANG HQ DET 1) AOC 3: NG Employees of the Pennsylvania National Guard AOC 4: All service members of the Pennsylvania National Guard (This includes Traditional Airmen, Temporary Technicians and AGR Personnel) AOC 5: Individuals who are currently serving in another branch of service who are willing to become members of the PANG AOC 6: Individuals with Prior Service or No Prior Service, who are not currently in any branch of service AND are willing to become members of the PANG Military Grades: ENLISTED E1 - E7 Supervisor for this position is CMSgt Judy Manpower #01082042 *NOTE: Accessioning into this position is contingent upon verification of Secret Security Clearance GENERAL EXPERIENCE: You must have experience, education and a validated understanding of the basic principles and concepts of the occupational series and grade for one of the seven organizational program disciplines and its applicable Security Series career level. The seven organizational program disciplines are Force Protection/Anti-Terrorism, Information Protection Security, Physical Security, Security Forces, Security Training, Security Unit Deployment Manager, and Special Security Office Security. You must have experiences, education, or training that demonstrate the ability to follow directions, to read, understand, and retain a variety of instructions, regulations, and procedures. You must have the ability or have endorsements that indicate the ability to learn and perform the cited position's duties. SPECIALIZED EXPERIENCE: Applicant must indicate at least 24 months experience in commonly used methods, procedures, regulations and other guides that relate to training programs within the applicable Security Forces career field. Have the knowledge and skill to apply analytical and evaluative techniques to the identification, consideration, and resolution of program related issues and problems. Skilled in developing, analyzing, and evaluating security training programs to meet mission requirements and improve the security-training program for the installation. Skilled in defining problem areas and in application of conventional training program management principles and concepts. Experienced in the logistics plans and support functions that interrelate with the Security Forces work requirements. QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled. SPECIAL NOTE: Per the Merit Promotion and Placement Plan (MP3) if there are more than 15 qualified applicants for each position, by category, a KSA board will be convened in accordance with Chapter 4 of the MP3. REPROMOTION CONSIDERATION (Applies to technician applicants only.) Technicians who have been demoted from this or a higher grade previously held in the same occupational series without personal cause and who are not in a grade retention status will be given consideration for re-promotion. Technicians eligible for re-promotion will be considered prior to using competitive promotion procedures, except when another technician has a statutory or regulatory right to be placed in or considered for the position. In accordance with section 9902(h) of title 5, United States Code, annuitants reemployed in the Department of Defense shall receive full annuity and salary upon appointment. They shall not be eligible for retirement contributions, participation in the Thrift Savings Plan, or a supplemental or redetermined annuity for the employment period. Discontinued service retirement annuitants (i.e., retired under section 8336(d)(1) or 8414(b)(1)(A) of title 5 United States Code) appointed to the Department of Defense may elect to be subject to retirement provisions of the new appointment as appropriate.
