    **Old Harbor Solutions LLC** , a subsidiary of Three Saints Bay, LLC, and a Federal Government Contractor industry leader is seeking an CON-IT Information Systems Specialist to support our customer.

    Responsibilities:

    + Act as an Organization Administrator of the Enterprise Contract Writing Module (ECWM) Contract writing software, or other similar contract writing system if mandated, and address user support issues, standard operating procedures, and system operations.

    + Act as Procurement Analyst/Policy Analyst for the Clause Logic Service (CLS) for contracts created within ECWM

    + Serve as the "Authorized Caller" for the ECWM helpdesk. As Authorized Caller, complete SPS Functional, System Administrator, and SPS Adapter training and pass required tests.

    + Ensure all ECWM contract actions meet the Procurement Data Standard (PDS).

    + Complete and maintain CMO documents including Interface Control Agreements and the DARPA Procurement Data Improvement and Compliance Plan.

    + Conduct the quarterly data audit for contracts and assistance instruments and complete the CMO Director's Annual Agency Procurement Data Quality Certification in accordance with DPC requirements.

    + Act as CMO System Administrator for the Federal Procurement Data System – Next Generation (FPDS-NG).

    + Act as CMO Agency coordinator for the Electronic Subcontracting Reporting System (eSRS).

    + Act as CMO Agency coordinator for the Federal Funding Accountability and Transparency Act Subaward Reporting System (FSRS) or replacement system within SAM.

    + Create and maintain Ad Hoc FPDS-NG reports using the SAM Data Bank for Award/IDV Information, Other Transaction Information, and Financial Assistance Award Data Collection (FAADC).

    + Create Weekly, Monthly, Semi-Annual and Annual Contracts Metrics reports(s) using data from ECWM, FPDS-NG and COMP CMIS.

    + Represent CMO at weekly and quarterly meetings including the DPC Data Management Team, Procurement Data Standard, and Contract Closeout.

    + Provide ECWM user training.

    + Certify CMO contract data on the Procurement Integrated Enterprise Environment (PIEE) Electronic Data Access (EDA).

    + Maintain knowledge of and ensure compliance with evolving federal and DoD procurement data regulations, including updates to the Procurement Data Standard (PDS), Data Quality Plan, and other relevant policies.

    + Collaborate with software vendors and government IT teams to troubleshoot and resolve system performance issues, patch management, and software configuration changes.

    + Develop and update Comprehensive Standard Operating Procedures (SOP’s)), user manuals, and quick reference guides for ECWM and SPS, ensuring minimal disruption to procurement operations.

    + Provide expert-level knowledge and hands-on support for the Enterprise Contract Writing Module (ECWM) system to ensure seamless contract writing, administration, and reporting capabilities aligned with DoD and DARPA acquisition policies.

    + Perform advanced troubleshooting system configuration, and end-user support specifically tailored to CON-IT based workflows and ECWM modules, ensuring minimal downtime and high system availability.

    Requirements:

    + Must be a US Citizen

    + Must be able to pass a pre-employment background check

    + Must be able to pass DoD Security Clearance; Active Clearance is preferred

    + Must be able to pass Agency Clearance

    + Bachelor's degree; a major in or 24-semester equivalent hours in any of the following fields: computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management is preferred. Already has or can obtain CompTIA Security+ Certification.

    + Three years of cumulative experience performing duties comparable to those described for the E-Biz Information Specialist requirements.

    + Previous experience working with, reviewing, and updating XML files.

    + Able to work independently and in a team environment

    + Excellent verbal, written, organizational and interpersonal communication skills

    + Required Prior Experience with CON-IT information systems

     

    Position is located in Arlington, VA - Required on site two days per pay period OR as needed
