Description:
The Regional Manager, Safety, Emergency Management, and Preparedness – E is a critical leadership role responsible for developing, directing, and sustaining a robust emergency preparedness, safety, and communications infrastructure across St. Peter’s Health Partners and St. Joseph’s Health. This leader works closely with senior leadership to assess operational risk, align emergency readiness strategies, and promote a zero-harm environment for patients, colleagues, and visitors.
In addition to responsibility for systemwide emergency management and safety initiatives, this position provides oversight of regional Switchboard Operators and Communications personnel to ensure coordinated, timely, and accurate communications during both routine and emergent operations. The Regional Manager will evaluate and enhance workflows, support training, and implement tools that enable 24/7 communications support across the enterprise.
Preferred candidates will demonstrate significant executive-level experience in public safety or law enforcement, with a proven track record of leading high-stakes incident management, coordinating multi-agency response operations, and managing multidisciplinary teams. Experience in areas such as SWAT, critical infrastructure protection, crisis negotiation, and regulatory coordination is strongly valued.
The Regional Manager serves as the SPHP & SJH subject matter expert in emergency preparedness, environment of care, and safety, and will be empowered to take immediate life-safety action under delegated authority from executive leadership. Responsibilities include coordination of the Hospital Preparedness Program, leadership of Emergency Management Committees, development of HICS/NIMS/ICS systems and staff, and continuous policy and risk evaluation.
This role is instrumental in maintaining regulatory compliance and partnering with local, state, and federal agencies to strengthen continuity of operations and emergency response capabilities. Additional responsibilities include grant deliverables, safety drills and training, mass communication program management, and participation in after-action reviews.
The Regional Manager will be expected to work in a dynamic, high-responsibility environment and to be available 24/7, as scheduled, to respond to emergent situations. This position will also perform additional duties as assigned by the Trinity Health New York Regional Director of Safety and Security.
Education Requirements:
(Preferred) A Bachelor’s degree in Emergency Management, Environmental Health, Epidemiology, Health Sciences, Public Health, Criminal Justice, Homeland Security, or a related field.
(Minimum) An Associate degree in Emergency Management, Environmental Health, Epidemiology, Health Sciences, Public Health, Criminal Justice, Homeland Security, or a related field with progressive experience within the Emergency Management paradigm (e.g., Law Enforcement, Firefighting, Life Safety, Code Enforcement, Environmental Health, Emergency Medical Services, Emergency Management, Clinical Healthcare, or Military Emergency Operations).
Candidates with equivalent experience acquired through completion of accredited law enforcement command training programs (e.g., FBI National Academy, PERF’s Senior Management Institute for Police, New York State Executive Development programs) will also be considered.
Professional certifications such as Associate Emergency Manager (AEM), Certified Emergency Manager (CEM), Certified Healthcare Safety Professional (CHSP), Certified Healthcare Emergency Professional (CHEP), Certified Healthcare Emergency Coordinator (CHEC), National Healthcare Disaster Certification (NHDP-BC), Associate – Infection Prevention and Control (a-IPC), or Certified in Infection Control and Epidemiology (CIC) are a plus.
Comprehensive knowledge of local, state, and federal standards and codes (e.g., NYSDOH, NFPA) is expected.
Comprehensive knowledge of regulatory requirements for multiple accrediting agencies (e.g., CMS, The Joint Commission, CARF, CHAP, OSHA) is strongly preferred.
Comprehensive knowledge of HICS, NIMS, and the National Response Framework (NRF), and the New York State Health Commerce System (HCS).
Must have completed IS 100, 200, 700, and 800 and be able to obtain ICS 300 and 400 within one (1) year of hire.
Experience Requirements:
Three years or more of progressively responsible experience in Emergency Management, Safety, or a closely related discipline within a large organization.
Direct experience in organizational emergency planning, safety oversight, regulatory compliance, and multidisciplinary team leadership.
Experience in a public safety or executive law enforcement role with substantial command responsibility (e.g., Police Commander, Deputy Chief, or equivalent) will be considered qualifying if it includes experience in critical incident response, interagency coordination, risk assessment, and operational planning.
Experience serving as an HCS Administrator or Super User, with the ability to manage staff access, data reporting, and compliance for all system functions and state survey submissions, is preferred and may be required.
Experience with accrediting agencies and compliance preferred.
Experience within Clinical Practice or in a Healthcare Setting preferred but not required if the candidate demonstrates strong cross-sector emergency leadership experience.
Excellent oral and written communication skills.
Experience with various software programs including (but not limited to): Adobe Acrobat, Microsoft Excel, Outlook, PowerPoint, Teams, Word, and the NYSDOH Health Commerce System.
**Pay Range:** $92,352- $138,528
Pay is based on experience, skills, and education. Exempt positions under the Fair Labor Standards Act (FLSA) will be paid within the base salary equivalent of the stated hourly rates. The pay range may also vary within the stated range based on location.
