    HIRING RANGE: $58,613 - $80,593 Salary Grade: NC17

     

    The Title VI Officer is responsible for providing guidance to Departmental officials and external stakeholders to ensure understanding of how to implement transportation programs in compliance with Title VI of the Civil Rights Act of 1964. You will engage in wide-ranging, collaborative, analytical, advisory, and investigative work, federally required to monitor and facilitate compliance with Title VI and other pertinent laws and regulations. You will serve on a team that implements the Department's Title VI Nondiscrimination Program, and coordinate with federal, state, and local officials, as required. In this capacity, you will also develop administrative tools, policies, and procedures; provide training and edification to internal and external officials and customers; oversee and support Title VI Liaisons within NCDOT and Title VI Coordinators from local government agencies; lead and/or participate in mid to high-level meetings covering a range of critical organizational issues; and serve on project teams, attending public meetings with planners, engineers, and other officials. This position reviews policies and technical documents for compliance; investigates complaints of discrimination; prepares investigative and program reports; and is responsible for assessing the processes and activities of internal business units and external recipients and making impartial decisions and determinations on civil rights matters.

     

    The program area for this position includes experience in or working knowledge of Title VI policy implementation, compliance/auditing processes, or employee/civil rights complaint investigations.

     

    Knowledge, Skills and Abilities / Competencies

    + Documented experience in performing compliance reviews which would include reviewing complex program data and information and comparing it to state and federal guidelines for the purpose of determining if deficiencies exist.

    + Knowledge of the investigations process for civil rights discrimination claims.

    + Working knowledge of comparing and interpreting state and federal guidelines for the purpose of reviewing written plans to ensure requirements are satisfied.

    + Documented experience in exercising independent, ethical, and sound judgment to recommend appropriate, time-sensitive strategies to correct program deficiencies.

    + Documented experience with state and federal laws and regulations including an understanding of compliance requirements appropriately interpreting and apply requirements as well as ensuring organizational adherence to these laws and regulations.

    Ability to plan, prepare and provide effective guidance and training to customers; Ability to develop effective working relationships with internal and external stakeholders (e.g., federal, state, and local officials, teammates, contractors, and members of the public); Ability to maintain a professional demeanor in high stress or unprecedented situations; Ability to communicate effectively through listening, writing, and speaking; Knowledge of the principles and practices associated with project planning, development, or construction. Position will require traveling and the ability to legally operate a vehicle.

    Bachelor’s degree from an appropriately accredited institution and three (3) years progressively responsible experience related to the area of assignment, or an equivalent combination of training and experience.
