The Deputy Chief of Investigations plays a critical leadership role within the University at Albany Police Department, overseeing all investigative operations. This position directly supervises all University Police Investigators and is responsible for establishing and implementing investigative policies consistent with departmental procedures, University protocols, and state and federal law. The incumbent must be a New York State Municipal Police Training Council (MPTC) certified Police Officer, or can obtain certification within one year, and must maintain that certification throughout their employment in this role.
Serving as a key liaison, the Deputy Chief collaborates with external criminal justice agencies, the Office of the Title IX Coordinator, and the Office of Student Affairs on issues involving student conduct, behavioral threat assessments, and campus safety. The position also develops and maintains strong working relationships with campus departments and represents the Police Department on University committees focused on student behavior and criminal matters.
The Deputy Chief reviews all crime reports, oversees evaluations of officer use-of-force incidents, and serves as an Internal Investigator for employee misconduct cases as assigned by the Chief of Police. They manage the department's computerized records management system and are responsible for digital and physical evidence, non-agency property, and the coordination of departmental statistics for operational analysis. Additional duties include oversight of background investigations for department personnel, leading crime prevention efforts, and managing the University's Surveillance Camera System.
This role also serves as the department's primary point of contact for transmitting digital evidence to the Albany County District Attorney's Office .
The Deputy Chief is responsible for managing the Officer Wellness Program and works collaboratively with the Deputy Chief of Administration on initiatives such as community outreach, staff training, and the development of safety-related resources. Other duties may be assigned by the Chief of Police as necessary.
Primary Responsibilities:
+ Leadership and Supervision
+ Lead and manage direct reports/team, providing guidance, support, and performance feedback to assure goals, programs, activities, and personnel practices are consistent with and contribute to the University's mission. Lead employees for maximum performance and dedication, fostering a positive and productive work environment. Complete performance management feedback and goals timely and per requirements, offering constructive feedback and developing improvement plans.
+ Works with a variety of boards and commissions, including attending and participating in professional groups and committees and staying abreast of new trends and innovations in the field of law enforcement.
+ Investigative and Operational Oversight
+ Reviews all crime reports and oversees the review of all officers' use of force.
+ Serves as an assigned Internal Investigator in the matter of employee misconduct as deemed appropriate by the Chief of Police.
+ Oversees the preparation and execution of warrants.
+ Manages the employee background investigations process.
+ Commands activities at major criminal scenes as appropriate.
+ Records and Evidence Management
+ Manages the computerized records management system consistent with law and department policy.
+ Responsible for the management of digital and physical evidence, and non-agency property for the department.
+ Coordinates the compilation and utilization of departmental statistics for analysis.
+ Serves as point of contact for digital documents and digital evidence transmission to the Albany County District Attorney's Office.
+ Crime Prevention and Security
+ Leads the department's crime prevention efforts, including managing the University's Surveillance Camera System.
+ Represents the department during the planning and construction of the campus environment to support safety and reduce criminal activity.
+ Liaison and Representation
+ Serves as a liaison with outside criminal justice agencies, the Office of the Title IX Coordinator, and the Office of Student Affairs for matters affecting student conduct, behavioral threat assessment, and security.
+ Develops and maintains close, positive relationships with other campus offices and departments in order to promote security for our community.
+ Serves as the department's representative on various University committees involving student conduct, behavior, and criminality.
+ Other reasonable duties as assigned.
Functional and Supervisory Relationships:
+ Reports to Chief of Police
+ Supervises the following positions: University Police Investigators
Job Requirements:
+ Must communicate effectively, both verbally and in writing, with individuals and groups, and demonstrate cultural awareness and sensitivity in working with people from diverse backgrounds.
+ Experience in assessing threats and managing complex investigations.
+ Ability to operate standard police equipment, including police radio and relevant computer systems, including hardware, software, and office machines.
+ 24-hour call-up availability in the event of an emergency or operational needs.
+ Possession of a valid driver's license
+ Ability to successfully manage multiple tasks
Job Requirements:
Minimum Qualifications:
+ Bachelor's Degree from a college or University accredited by the US Department of Education or internationally recognized accrediting organization in a related field.
+ Minimum of 5 years experience in police supervision or 7 years experience as a police investigator/detective
+ Experience in crime prevention.
+ NYS MPTC certified Police Officer, or ability to obtain within 1 year

Preferred Qualifications:
+ Bachelor's Degree from a college or University accredited by the US Department of Education or internationally recognized accrediting organization in a related field.
+ Minimum of 5 years experience in police supervision or 7 years experience as a police investigator/detective
+ Experience in crime prevention.
+ NYS MPTC certified Police Officer, or ability to obtain within 1 year
Working Environment:
+ Conduct security assessments of buildings and large outdoor areas which may involve walking and/or standing for long periods of time.
+ Perform tasks which require lifting, carrying, or dragging people or heavy objects while performing arrest, or general investigation functions.
+ Addressing complaints and resolving problems while maintaining a positive attitude.
+ Ability to handle stressful situations calmly and effectively.
Additional Information:
Professional Rank and Salary Range: MP, Deputy Chief of Police, $130,000-$140,000
