    Are you seeking a rewarding job with excellent benefits? The Maryland Transit Administration (MTA) invites you to apply for the Manager of Bus Training position, playing a vital role in providing customer service to the citizens of Maryland daily.

     

    The Manager of Rail Training is responsible for managing, directing, monitoring, and reporting on all training and development initiatives for MTA Metro Maintenance, Light Rail Maintenance, Metro Transportation, Light Rail Transportation, Rail Facilities Maintenance, and Light Rail and Metro Operations Control Center training including Controller training . This role includes leading a team of Certified Professional Transportation Instructors and an Administrative Assistant and may occasionally involve conducting training sessions directly.

     

    The Manager ensures accurate and timely reporting of all training activities through the MTA-wide Learning Management System (LMS), maintaining up-to-date records for all Rail employees. Monthly reports are prepared to track progress, compliance, and effectiveness across the Rail divisions.

     

    Responsibilities also include generating requisitions (PUR-1s), writing statements of work, and preparing requisition and sole-source justifications to support the procurement of training resources and services. The Manager guides the development and continuous improvement of instructional materials—including syllabi, lesson plans, training manuals, PowerPoints, tests, and evaluations—using the ADDIE model. They also ensure proper implementation of the four levels of training evaluation from the Kirkpatrick model.

     

    This position supervises Rail Operations Instructors (assigned to both Metro and Light Rail) and is responsible for scheduling efficiency ride checks, approving leave, and conducting annual performance appraisals. The Manager plans professional development for instructional staff through targeted training opportunities such as leadership courses, computer skills training, and instructor certifications. Staff meetings are conducted regularly to support team cohesion and quality instruction.

     

    In alignment with MTA’s mission, vision, and strategic goals, the Manager develops long-term learning strategies and ensures instructional environments at Metro and Light Rail facilities are clean, organized, and equipped with appropriate audio-visual equipment, computers, and training materials.

    Safety Responsibilities

    Managers play a vital role in fostering a positive safety culture by establishing safety practices and procedures within their departments. They must attend safety meetings, enforce safety policies and PPE requirements, and ensure employees are trained to perform duties safely. Managers are responsible for promptly reporting hazards, unsafe acts, injuries, or accidents to the Office of Safety and conducting safety risk assessments or job hazard analyses as needed. Any failure to follow safety protocols may result in disciplinary action.

    This position is based in Baltimore City, MD. Occasional travel and telecommuting may be required depending on departmental needs. The Manager of Rail Training reports directly to the Deputy Director of Training.

    Qualifications

    Minimum Qualifications:

    + Education: A bachelor’s degree from an accredited college or university is preferred.

    + Experience: Five (5) years of administrative or professional work experience is required, with at least one (1) year of supervisory experience.

    + Three (3) years of this experience must include instructor-led training in transportation or maintenance operations.

    + Proficiency in Microsoft Word, Excel, and PowerPoint for two (2) years is required.
