    The Parks, Recreation and Community Services Department is actively seeking a Ryan White Assistant Director (Part A).

    This is professional work in planning, developing, establishing, and managing the Ryan White program in compliance with federal regulations and reporting requirements of the Ryan White CARES Act of 1990. The work requires knowledge of administrative techniques and procedures, specialized skills in researching, compiling, and analyzing data. It requires providing technical assistance to providers, collaborating to ensure providers are following guidelines, policies, and procedures. Initiate daily tasks based upon feedback and questions in provider meetings and meetings with the federal project officer. Innovation is often required to meet requirements and meet the needs of the various types of organizations and clients who are served. Work is semi-routine where tasks are covered by procedures or precedents, but some latitude is permitted to consider and choose the most appropriate technique, method, or procedure to follow. Work is performed in an office environment where the risks and hazards are minimal, known, predictable, and controllable. Operates standard office equipment such as a computer, copier, and fax machine. The physical demands consist mainly of sitting at a workstation for extended periods of time and lifting objects weighing less than 25 pounds. Work is performed under general supervision where work assignments are varied, and although subject to standard practices and procedures, the worker is permitted some latitude to set own priorities subject to superior's approval.

    + Supervise contract manager, and Data and Quality Management Coordinator

    + Assist Director in planning, developing, establishing, and managing Ryan White program in compliance with federal regulations and reporting requirements.

    + Conduct bi-monthly meetings with sub recipient Medical Case Manager Supervisors to maintain and update programmatic issues related to client services

    + Back up and support for Program Director, Contract Manager, and Data and Quality Management Coordinator

    + Assist Director with preparing and submitting grant applications, Requests for Proposals, budgets and related legislation.

    + Oversee the annual sub recipient monitoring site visits.

    + Assist in grant writing

     

    Knowledge, Skills and Abilities

     

    + Ability to interact with diverse populations, including, gay, lesbian, bisexual, homeless or addicted individuals.

    + Ability to communicate effectively both orally and in writing.

    + Strong research skills.

    + Ability to work independently.

    + Excellent organizational skills, attention to detail and ability to solve problems, multi-task and prioritize.

    + Proficiency in Microsoft Windows, Outlook, Excel, and PowerPoint.

     

    Open Requirements/Supplemental Information

     

    + Six years of education and/or experience in human services planning, or a closely related field that includes at least one year of responsible administrative, professional or technical experience in human services planning, statistical research, program evaluation or all aspects of grant procurement.

    + Within the above combination, possession of a bachelor’s or master’s degree from an accredited institution with a major that directly relates to human service planning is preferred.

    OTHER REQUIREMENTS:

    + The probationary period for this position is six (6) months.

    + Must pass background screening on a local, state and federal level as required by the State of Florida Children and Family Services or Elder Affairs.

    + This position performs safety-sensitive functions and is subject to pre-employment and random drug/alcohol testing programs as set forth in the City of Jacksonville’s Drug Free Workplace Policy (Directive 0401).
