    JOB DESCRIPTION:

    This is a highly responsible project manager position in the Division of Information Technology (IT), Information Systems Development Methodology (ISDM) Unit.

     

    This position is responsible for managing complex IT projects using an agile, hybrid, or waterfall project management approach to support the Agency's strategic plan by implementing legislative requirements, process improvements, and system enhancements as needed. Business analyst experience is preferred.

    YOUR SPECIFIC RESPONSIBILITIES:

    Manage complex projects that support the Agency's business needs by following industry standard project methodologies.

     

    Manage project scope, project budget, and implementation activities to deliver projects on time and within budget.

     

    Ensure that the project team delivers high quality solutions that meet business needs.

     

    Collaborate with the project sponsor to determine project vision and scope.

     

    Articulate the conceptual, logical, and physical design of the solution.

     

    Develop and manage a project schedule for the full project life cycle.

     

    Conduct planning, scheduling, and implementation activities to complete project goals.

     

    Work with project team members to identify the tasks needed to complete the project, estimate the level of effort to complete the tasks, and assign tasks to team members.

     

    Complete ISDM project documentation as required.

     

    Ensure that the project team complies with ISDM processes, technical standards, and documentation standards.

     

    Communicate project status to stakeholders, Agency management, and team members in a timely and clear fashion.

     

    Develop collaborative relationships with team members and customers to achieve project goals.

     

    Identify and manage technical and non-technical issues and risks that could impact the project.

     

    Use problem solving skills to remove obstacles, resolve conflicts, and mitigate risks when possible.

     

    Escalate issues to management when appropriate.

     

    Perform business analyst activities as needed.

     

    This includes but is not limited to conducting Joint Application Development (JAD) sessions and interviews to gather and document business requirements, workflow diagrams, and process maps.

     

    Transform business requirements into features, user stories, wire frames, functional and non-functional requirements.

     

    Test and validate work products.

     

    Coordinate user acceptance testing with the customer.

     

    This position has been identified as mission-essential.

     

    The incumbent in this position may be required to work during the weekend or on holidays.

     

    In addition, mission essential personnel will be required to work during disasters, to include but not limited to, work before, during and/or beyond normal work hours or days in the event of an emergency.

     

    Emergency work may involve the incumbent working in another county or staffing location to assist other State Agencies with emergency work.

     

    Emergency duties may include, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.

    KNOWLEDGE, SKILLS, AND ABILITIES

    Knowledge, skills, and abilities, including utilization of equipment, required for the position:

    •Knowledge of project management principles, practices, techniques, and tools to effectively manage IT projects from initiation through project closure.

    •Knowledge of basic management principles and practices, methods of data collection and analysis.

    •Skilled with application lifecycle management and/or project management tools such as Azure DevOps, Jira, and Microsoft Project, diagramming tools such as Microsoft Visio, and general software such as Microsoft Office 365 and SharePoint.

    •Skilled in effectively communicating with technical and non-technical staff and all levels of management, both orally and in writing.

    •Must be goal oriented and action focused, pragmatic and self-disciplined with strong analytical and problem-solving skills.

    •Ability to formulate project plans for managing and monitoring progress of software development projects; compile, organize, and analyze data to evaluate and monitor project plans and schedules and implement corrective action plans.

    •Ability to establish and maintain effective working relationships with others.

    •Ability to work independently and in teams.

    •Ability to plan, prioritize, organize, and coordinate multiple projects and work assignments to meet deadlines and complete goals.

    •Ability to work well under pressure and meet deadlines without sacrificing quality.

    •Must be able to learn, understand, and apply new technologies and processes.

    MINIMUM QUALIFICATIONS REQUIREMENTS

    One (1) year of professional experience managing projects using the Project Management Institutes' methodologies and best practices.
