As a Port Construction Services (PCS) Construction Project Manager II – Regulated Materials Management (RMM), you will oversee and manage construction projects involving commercial construction and hazardous materials such as asbestos, lead, silica, and mold. You will coordinate across multiple stakeholders, contractors, and regulatory agencies to ensure projects are delivered safely, on time, and in compliance with all codes, regulations and Port policies.
+ You will manage design efforts, project schedules, milestones, and construction coordination and execution, while resolving risks, utility shutdowns, and conflicts across diverse stakeholders.
+ You will support procurement strategies, provide “good faith” surveys, develop contract documents, lead bidding efforts, and negotiate pricing for construction and RMM projects exceeding $200,000.
+ You will ensure accurate documentation and updates in systems such as the Asbestos Information Management System (AIMS) and System of Record, per Port procedures.
+ You will lead the planning, development, and monitoring of complex abatement projects, collaborating with contractors, consultants and Port stakeholders to ensure regulatory compliance and safe execution.
+ You will deliver asbestos, lead, and silica awareness training for Port staff and contractors, and manage RMM support and information requests across the organization.
+ You will coordinate the efforts of construction and abatement crews, manage housekeeping and inspection programs, and ensure effective coordination across shifts.
+ You will provide industrial hygiene services including exposure assessments, air sampling, reporting, and mitigation planning for regulated materials and environmental hazards.
+ You will ensure high-quality project execution through inspections, compliance documentation, deficiency reporting, project closeout, and accurate review of contractor and consultant invoices.
Who you are:
+ **Experienced** – You have four (4) years of experience in construction in a commercial, retail, or institutional environment, performing regulated materials survey, design, abatement and/or monitoring.
+ **Desired** – We hope you have a bachelor’s degree in business administration, construction or project management, engineering, or architecture. We hope you have Asbestos Hazard Emergency Response Act (AHERA) Certifications: AHERA Building Inspector and AHERA Project Designer (Project Designer must be obtained within 6 months).

+ **Highly Organized** – You manage multiple projects of varying complexity within active operational environments, ensuring timely and coordinated execution.
+ **Technically Proficient** – You are skilled in Microsoft Office Suite and project management tools (e.g., Nexus), leveraging technology to track progress, streamline work, and support decision-making.
What else you need to know:
+ **Driver’s License** – You will need a valid Washington State Driver’s License, or the ability to obtain one. A Driver’s License is required in order to travel locally to project sites.
+ **Work Schedule** – Your normal work schedule will be Monday – Friday, 8:00 a.m. to 5:00 p.m. (40 hours per week). Slightly more flexible start and end times are available in this role. You may be required to work any and all assigned shifts, including weekends and holidays. You may be required to work during emergencies.
+ **Work Environment** – You will primarily work in an office environment, occasionally travelling locally to project sites. You must be able to work outdoors in all types of weather conditions. You may be exposed to areas of high noise, various hazardous materials, work at heights and/or in confined spaces.
+ **Washington State Residency Requirement** – Employees must establish a residence in Washington State within 30 days of their first day of employment and must maintain a residence in Washington State during their employment with the Port of Seattle. If a position is eligible to telework, work performed while teleworking must be performed in Washington State.
+ **Safety Requirements** – You will be required to comply with all work rules, safety, and Personal Protective Equipment (PPE) requirements.
+ **Security Requirements** – As the successful candidate, you must pass a Transportation Security Administration (TSA) background check as well as a criminal history background check with the Federal Bureau of Investigation (FBI). Your employment will be contingent upon obtaining a Port of Seattle ID badge upon clearance.
+ **Security Requirements** – You will also be required to obtain a U.S. Customs and Border Patrol (CBP) Customs Seal within 30 days of hire.
+ **Security Requirements** – In this role, you will be required to access Port of Seattle Police Department office locations. In compliance with Federal and State laws as the successful candidate, you will be required to pass a Criminal Justice Information Services (CJIS) criminal history background check.
