THIS POSITION IS CONTINGENT UPON BID AWARD
The **Program Manager** is responsible for overall management control and accountability for technical performance, cost and schedule control requirements, and general management of specific projects assigned to them.
Responsibilities
+ Act as the single point of contact with the Government, as required to meet the overall requirements of the IDIQ
+ Provide all management, supervision, and administrative support to include labor, logistics, training, transportation, materials, supplies, repair parts, tools, and new equipment to ensure their employees provide the CFS services for operation, maintenance and repair of all facilities at the USG-specified properties Provide data analysis, collection and reporting support to the COR.
+ Support all A/DOES/FMS CORs, building managers and stakeholders.
+ Support the COR to advise the program office of overall condition of owned or leased facilities and their assets
+ Support the COR with cost benefit analysis to determine potential cost savings by reallocation/realignment of resources to facilities based on government needs and mission objectives
+ Provide specialized support for Compliance Management to ensure adherence to industry-specific regulations, including, but not limited to healthcare, environmental, safety, energy management energy efficiency initiatives, monitoring, and reporting.
+ Responsible for technical support and training for environmental compliance and sustainability to include, but not limited to, environmental regulatory compliance, and the assessment of developing and emerging technologies.
+ Responsible for technical support and data gathering and management for waste disposal programs to include solid waste management, recycling, composting, and hazardous material disposal
+ Provide subject matter expert guidance/recommendations on design, programing, commissioning, and troubleshooting commercial building heating, ventilating, and air conditioning (HVAC) direct digital controls (DDC) systems.
+ Identifying, monitoring and providing corrective action recommendations for industrial hygiene safety issues encountered at domestic DOS facilities.
+ Managing FMS EHS-management systems and recognition programs
+ Provide technical assessment for repairs, facility alterations, renovations, and decommissioning plans Examples include but are not limited to; load calculations, civil structural engineering, electrical engineering surveys to determine amount of power that is needed to support a site, calculation of ventilation, cooling and heating needs for a designated site
+ Directly responsible for all aspects of the effort and shall have the autonomy from the corporate headquarters to execute the effort unimpeded by corporate management.
+ Responsible for the successful performance of the contract and ensuring project safety and quality control.
+ Develop and maintain proactive working relationships with your team members, vendors, management and other departments
+ Monitors and reports program execution status with leadership and Chenega corporate office.
+ Evaluate program labor hour execution against contractual performance criteria then analyze, recommend, and report findings on a regular basis.
+ Establish and monitor detailed workflows and resourcing plans, set deadlines, assign responsibilities, resolve conflicts, and manage progress with confidence.
+ Review, approve, and report project resources time allocation and correlating invoice processing
+ Foresee a project's obstacles, risks, and constraints and effectively plan around them
+ Provide weekly status reports that inspire as well as capture progress and issues
+ Provide proposal writing and editing expertise to Proposal Management team on federal government procurement opportunities.
+ Attend briefings, conferences, and other Government designated meetings as required in the execution of this effort or as requested by the COR.
+ Occasional travel to locations outside the greater Washington, DC metropolitan area may be required.
+ Other duties as assigned
Qualifications
+ Bachelor’s degree in Project Management, Engineering, Construction, Facilities, Contracts or related field
+ Possess an active Top-Secret Clearance
+ Minimum fifteen (15) years’ experience related to project management or facilities management
+ Minimum five (5) years’ experience in providing services to large facilities of 600,000 square feet and operations of $6 million annually
+ Possess an International Facility Management Association (IFMA) as a Certified Facility Manager (CFM), Building Owners Management Institute (BOMI) International as an FMC, or Association for Facilities Engineers (AFE) as a Certified Professional Maintenance Management (CPMM)
Knowledge, Skills and Abilities
+ Knowledge of Microsoft Office, including Word, Excel, and PowerPoint
+ Experience working with DelTek and CostPoint Preferred.
+ Experience with managing the work of others.
+ Experience managing SCA, CBA & exempt contract employees Preferred.
+ Experience with Computerized Maintenance Management Systems (CMMS)
+ Experience Maximo Preferred
