Job Description
An employer sitting in Los Angeles, is looking to hire an onsite Quality Control Manager, to report to the Construction Site in San Clemente Island. The Construction timeline for this project is kicking off at the beginning of August. This QC Manager will be supporting the overall purpose of the FERP (Federal Energy Retrofit Program), which a program supporting the Navy to help construct Wind Turbines on the island for better energy efficient infrastructure. This program will be dedicated to providing the Navy/Government with turn-key design, engineering, construction, and project management services, inclusive of associated environmental requirements. The QC Manager will act as a liaison between the Government and subcontractors. Quality Control (QC) Manager responsibilities comprise broad facets of energy project implementation including project management and construction management. The QC Manager will be tasked with implementing the Three Phases of Control for the project. They must ensure compliance with all requirements specified in the Contractor Quality Control Plan. They will be performing daily on-site responsibilities include quality control, safety, construction oversight and project coordination. This position is the primary person responsible for quality control on a day-today "production" level. The person will be responsible for all quality control activities and assist in commissioning activities to assure final performance meets design intent. This position is looking to pay between ($50-60/hr). This will be a full time position Monday - Friday for pre-mobilization work. Once construction starts in August, this will require the QC manager to be onsite daily, working 10 hour days (8 days on and 6 days off) schedule traveling to and from the island via plane (room and board provided). Act as the primary field-level quality control lead.
Oversee safety compliance, construction progress, and daily coordination.
Conduct daily site visits during construction and pre-testing stages to verify progress and identify discrepancies.
Provide daily constructability reviews through written reports highlighting conflicts or deviations from the project scope or design documents.
Maintain all required daily logs and reports, including the Construction Safety Daily Audit, QC Daily Report, and Production Report.
Conduct weekly meetings with the SoCalGas Project Manager and Navy personnel; distribute updated minutes within 48 hours.
Assist with commissioning to ensure systems meet performance criteria and design intent.

Skills and Requirements
- 5-7+ years of experience with previous Quality Control Construction/Project Management on Government projects
- Experience of maintaining Construction Quality Control documents/logs required by Government and Navy
- Experience providing Constructability Review via written reports of work progress, conflicts, or discrepancies from the scope of work discovered between plans and specifications and ongoing construction
- Holds a current OSHA30, Construction Quality Management for Contractors certification (CQM-C), First Aid and CPR Training Cert, Understanding of PPE, EM 385-1-1 (40-hour) training certification and eligibility to obtain a Navy DBIDS/Metro Pass to access project site
- Experience being a field liaison between multiple external parties, taking meeting minutes, and overall project development - Previous military/federal installation project experience as a QC Manager null
