Payroll and Workforce Management Specialist
The State of Idaho Controller's Office is an equal opportunity employer. This position is exempt from state classified service, and the rules of the Division of Human Resources and the Idaho Personnel Commission. This is an at-will position. The Luma Division is established as the sustainment organization to support State of Idaho agencies and their employees in the use of the Luma system for day-to-day business operations.
KEY RESPONSIBILITIES
The Payroll and Workforce Management Specialist, reports directly to Payroll and Workforce Management Manager under the HR and Payroll Bureau Chief.
The Payroll and Workforce Management Specialist supports sustainment activities including functional and system support for all agencies. The incumbent will be expected to develop expertise and focus in the Luma payroll operations, leave and time management functional areas. This position will work directly with functional leads, subject matter experts (SME’s), agency staff, and system vendors ensuring that business processes are functioning properly and workflows successfully support state agencies. The employee will be required to understand and document complex workflows, determine gaps between requirements and technology, assist agency staff in completing transactions and timesheets, and perform centralized payroll accounting functions including tax withholding, vendor maintenance, garnishments, etc.
Additionally, the employee is required to understand state and federal government general human resources and payroll policies, rules, and laws. The employee will establish and maintain positive relationships with policy owners to ensure the interpretation of laws, regulations, and program policies and procedures are applied appropriately. The employee will assist in the continuous improvement and modifications of supporting systems.
Job Functions
• Employ a working knowledge of the Luma Finance, Payroll, Workforce Management (WFM) and Human Capital Management (HCM) modules to ensure proper continuous integration with system modules.
• Prepare, reconcile and balance payroll accounts, including employee earnings, taxes, garnishments, and deduction records.
• Communicate with financial institutions and agencies about payroll direct deposit payments and returns. Also handle direct deposit exemptions.
• Oversee the creation and distribution of W-2s, including the files sent to the Social Security Administration, the IRS, and the State Tax Commission.
• Coordinate with other Luma staff to address cross-functional needs.
• Assist in updating training, presentations, and other materials to ensure that system updates and/or changes are presented appropriately to stakeholder audiences.
• Convey requirements to develop, monitor, evaluate and report payroll and workforce management activities in Luma.
• Monitor the priority of assigned work tasks, manage their own workflow, and support the tasks and workflow of work teams.
• Manage calendars and dates to ensure time-bound functions occur on time and in bounds of system parameters.
• Collaborate and maintain positive working relationships with other control agencies, such as Division of Human Resources, Division of Financial Management, and Legislative Services Office, as needed.
• Maintain procedure manuals to ensure compliance with regulations.
• Coordinate policy decisions with functional subject matter experts and state policy owners.
• Respond to stakeholder inquires in a timely manner, as defined by SCO policy.
• Attend and participate in meetings to keep Luma staff up-to-date on support and office activities.
• Advise leadership on elements related to Payroll and Workforce Management modules.
Additional Functions
• Contributes to the positive performance of the Luma Division and the office.
• Demonstrates timely and consistent attendance.
• This is an in-office position.
• Any additional duties as assigned by the State Controller or his/her designee.
Minimum Qualifications
• Good knowledge of: Payroll, workforce management, and/or Human Resources principles and practices.
• Experience in: Preparing and processing multi-faceted payrolls, to include bi-weekly, monthly, and other pay period schedules containing classified and non-classified employees. Developing and preparing payroll documents. Using computer systems to enter, retrieve, and report on payroll data. Research, analyze, and compile payroll information. Desired Qualifications
• Experience: Developing, monitoring, evaluating, and reporting payroll activities to include time and attendance, leave management, and scheduling. Interpreting laws, regulations, and policies and advising on their requirements. Evaluating information and developing reports of findings. Documenting business processes.
