    This role is essential to meeting the health and safety needs of individuals living within their own and/or family's homes, Public Settings, Private Settings, Community Companion Homes, and Alternative Settings. Along with other duties as needed, we will have you;

     

    + Direct staff and operations including coordinating, planning and managing unit activities

    + Formulate program goals and objectives

    + Develop or assist in the development of related policy

     

    Position Highlights: PCN #22761

     

    + Based in New Haven but will have responsibilities throughout the South Region, requiring travel to locations in region, including Wallingford and Norwich office locations. Travel can extend to other parts of Connecticut, based on agency business needs.

    + Full-time | 1st Shift | 40 Hours per week

    + Monday – Friday | Hybrid | 8:30 am - 5:00 pm

    + However, schedule flexibility is needed in order to meet the needs of the agency.

    PURPOSE OF JOB CLASS (NATURE OF WORK)

    In the Department of Developmental Services this class is accountable for directing and managing program and service development efforts of the department.

    EXAMPLES OF DUTIES

    + Directs staff and operations of a major unit intended to advance agency mission;

    + Coordinates, plans and manages unit activities;

    + Formulates program goals and objectives;

    + Develops or assists in development of related policy;

    + Interprets and administers applicable statutes and regulations;

    + Evaluates staff;

    + Maintains contacts with individuals within and outside of the agency who might impact program activities;

    + Ensures development of resources necessary to conduct training programs and provide technical assistance in implementing services;

    + Manages accounting and funding for major unit;

    + Works closely with regional and training school directors and assistant directors in service development, planning and implementation;

    + Develops budget components related to staff and service development activities, projecting costs of implementing programs;

    + Monitors and evaluates departmental implementation of programs and services to determine need for additional resources, training or support;

    + Leads the recruitment and hiring of staff, including outreach, interview and selection;

    + Performs related duties as required.

    KNOWLEDGE, SKILL AND ABILITY

    + Considerable knowledge of

    + and ability to apply management principles and practices;

    + relevant state and federal laws, statutes and regulations;

    + training and development principles, methods and techniques;

    + Knowledge of

    + current trends and practices regarding provision of integrated, supportive community based services to individuals with an intellectual disability;

    + state, private and community human service programs particularly those which provide services to individuals with an intellectual disability or services needed by individuals with an intellectual disability to function in the community.

    + develop action plans to implement executive program priorities;

    + plan, organize, direct and effectively coordinate and evaluate all program and staff development activities of department;

    MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

    Eight (8) years of experience in the provision of human service or education programs.

    MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

    Two (2) years of the General Experience must have been in a supervisory or managerial capacity with primary responsibility for planning, developing or coordinating services or programs.

    MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

    + College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

    + A Master's degree in public administration or a behavioral science such as psychology, rehabilitation therapy or social work may be substituted for one (1) additional year of the General Experience.

    PREFERRED QUALIFICATIONS

    + Experience working with/supporting individuals and families with varying demographics and needs within Connecticut’s diverse communities

    + Experience with DDS case management roles, responsibilities and systems.

    + Experience with the DDS individual budget system, cost guidelines, contracts, and individual budget authorizations

    + Experience conducting stakeholder outreach and working with state, private and community human service programs which provide services to individuals with intellectual disabilities

    + Experience using a quality monitoring system to assess the effectiveness of supports and assure desired results are being achieved for individuals supported; and if not, developing a plan to address unmet needs

    + Experience with current trends and practices regarding the provision of integrated, supportive community-based services to persons with intellectual or developmental disabilities

    + Experience assessing and working with individuals and families in crisis

    + Experience in communicating leadership priorities to staff responsible for implementation

    + Experience in communicating business needs and requirements to technical support teams

    + Experience extracting data and running reports that track several lists of individuals with different goals and outcomes

    + Experience supervising, training, directing staff, and conflict resolution in various labor unions

    + and professional levels

    + Experience with LifeCourse Ambassador, LifeCourse materials, implementation, and training

    + Experience developing and managing request for proposals (RFPs) and contracts to support the department and various DDS initiatives

    + Experience collaborating with various state agencies, including but not limited to State Department of Education, Department of Children and Families, Department of Aging and Disability Services, and Local Education Agencies

    + Experience Microsoft based computer applications

    + Experience with public speaking
