Under general supervision, the Electrical Inspector performs physical inspections of electrical installations in buildings and other structures to ensure compliance with applicable codes and ordinances, and performs other related work as assigned.
Role description
According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job code/class and are not intended to be an inclusive list.
+ Examines plans and permit applications for compliance with existing requirements pertaining to the installation of electrical appliances, electrical systems, electrical wiring; interprets and applies electrical codes, ordinances, and laws to specific electrical construction and conversion projects.
+ Checks and assists in mathematical calculations and job lay-outs of electrical installations; assists in the selection of approved electrical materials and supplies.
+ Reviews permit applications; inspects workmanship and materials to assure conformity with electrical codes and standards; inspects and approves completed installations prior to issuance of the certificate of completion.
+ Makes investigations of complaints of violations to electrical ordinances; condemns or assures correction of faulty and hazardous wiring or electrical installations.
+ Makes periodic inspections of various buildings and institutions for conditions which might cause electrical hazards; prepares and submits periodic reports of inspection and investigative activities.
+ Makes progress inspections and reports on permit work; and issues certificates of final completion.
+ Prepares reports based on field inspection records and conducts follow-up inspections leading to the correction of violations or abatement proceedings.
+ Performs field surveys and provides information and assistance to ensure compliance.
+ Drives a City car to inspection sites, meetings, hearings and emergency activities.
+ Utilizes a computer for routine inspection tracking, research and data entry.
+ Performs related duties and responsibilities as assigned.
Nature of work requires utilizing a computer, PDA, and other electronic devices for routine inspection tracking, research, and report development. Employees in this Class must be willing to work under construction site conditions.
IMPORTANT AND ESSENTIAL KNOWLEDGES, SKILLS, AND ABILITIES
+ Knowledge of: Electrical code and field installation standards; safety methods and procedures.
+ Ability to: Establish and maintain good working relationships with co-workers, industry professionals and the general public; orally communicate clearly and effectively with co-workers, industry professionals and the general public; prepare and maintain reports, records and correspondence accurately and clearly; use a computer and learn assigned software for routine inspection tracking, research and data entry.
MINIMUM QUALIFICATIONS
Experience:
+ One year of verifiable experience as an electrical inspector in a public jurisdiction, AND three years of experience as a journey level electrician; OR
+ A combination of apprenticeship in the trade and journey level experience as an electrician totaling six years; OR
+ Three years of verifiable experience as an electrical contractor with a C-10 license issued by the California State Contractors Licensing Board, AND three years of verifiable experience as a journey-level electrician totaling six years.
License and Certification:
+ Possession of a valid driver license.
+ Possession of the Electrical Inspection Certificate issued by the International Association of Electrical Inspectors (IAEI) or International Code Council (ICC) is required within one (1) year of appointment. Inspectors must maintain the certification as a condition of continued employment.
Selection Plan:
After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:
Minimum Qualification Supplemental Questionnaire (Weight: Qualifying): Candidates will be prompted to complete a Supplemental Questionnaire as part of the online employment application at a later time. This Minimum Qualification Supplemental Questionnaire is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications for this job class. Applicants must also complete the official application. It is essential that applicants provide complete information in identifying their education, experience and training. The Minimum Qualification Supplemental Questionnaire will be used to evaluate if the applicant possesses the required minimum qualifications.
Written Examination (Weight: 50%): Qualified candidates will be scheduled for the written exam which is designed to measure knowledge, skills and/or abilities in job-related areas which may include but not be limited to: Knowledge of electrical codes; knowledge of field installation standards; knowledge of safety methods and procedures; ability to establish and maintain good working relationships with co-workers, industry professionals and the general public; and ability to prepare and maintain accurate and clear reports, records and correspondence.
This is a standardized written multiple-choice examination. In accordance with Civil Service Rule 111.11.4, inspection privileges do not apply to the questions and answers in this examination.
Oral Examination (Weight: 50%): Candidates who pass the written exam will be invited to participate in an oral examination that is designed to determine their relative knowledge, skill and ability levels in job related areas, including but not be limited to: technical knowledge and electrical construction practices; knowledge of safety procedures and practices; interpersonal relations ability; and oral communication ability.
This is a standardized examination and, therefore, test questions and test answers are not available for public inspection or review.
Candidates must achieve a passing score on the written examination and oral examination in order to be ranked on the Score Report.
Selection Procedures Notes:
1. Compensation and Benefits: Positions at the San Francisco Unified School District may vary with those provided by the City and County of San Francisco.
2. Transportation Security Administration (TSA) Security Clearance: Candidates for employment with the San Francisco Airport Commission are required to provide a complete employment history for the past ten (10) years and an explanation of all gaps in employment during that period. The past ten (10) years of the candidate’s employment will be verified. In addition, candidates will be required to undergo a criminal history check, including FBI fingerprints, in order to determine eligibility for security clearance and may be required to undergo drug/alcohol screening. Per Civil Service Commission Rule Section 110.9.1, every applicant must possess and maintain the qualifications required by law and by the examination announcement for the examination. Failure to obtain and maintain security clearance may be basis for termination from employment with the Airport Commission.
3. Customs Clearance: Positions in this class may require that the incumbent be qualified for unescorted access to the San Francisco International Airport U.S. Customs Security Area. An application for a U.S. Custom Access Seal may be submitted to Customs ONLY after employment has commenced. Employment in positions in this class requires that the incumbent submit an application for, successfully acquire, and maintain a Customs Access Seal. Per Civil Service Commission Rule 110.9.1, every applicant must possess and maintain the qualifications required by law and by the examination announcement for this examination. Failure to acquire or maintain customs access, a requirement for this position, may be a basis for termination from employment with the Airport Commission. Customs Access Seal requirements and procedures are located in the Code of Federal Regulations, Title 19, Part 122, Sections 181 or 189.

Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.
Certification Rule: The certification rule for the eligible list resulting from this examination will be Rule of Three Scores. Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.
The duration of the eligible list resulting from this examination process will be of 12 months, and may be extended with the approval of the Human Resources Director.
