    THE POSITION

    Utilize your fiscal management and analytical skills while experiencing the satisfaction of public service! The Division of HealthChoices Rates is seeking a Fiscal Management Specialist 3 to lead our team in the Analysis Section. In this role, you will help us continue to monitor the operational budget and revenue tracking for the medical assistance program capitation rates and support the rate development process.     DESCRIPTION OF WORK

    As a Fiscal Management Specialist 3, you will train and supervise professional personnel in the financial management of the Children’s Health Insurance Program (CHIP) and Physical HealthChoices (PH-HC). In this position, you will supervise implementation and payment of capitation rates for PH-HC and CHIP, prepare budget projections, and ensure the accurate preparations of contract appendices. You will also supervise the reporting of payment obligations created by PH-HC and CHIP agreements and prepare special reports used to improve fiscal program management. You can expect to prepare and analyze budget requests, manage the work steps required to prepare the requests, and monitor budgeted versus actual expenditures. Additionally, you will train staff, ensure requirements are met for teleworking, and review and evaluate employee performance.

    Work Schedule and Additional Information:

    + Full-time employment

    + Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with a 60-minute lunch.

    + Telework: You may have the opportunity to work from home (telework) part-time, with a minimum of one day per month is office. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.

    + Salary: In some cases, the starting salary may be non-negotiable.

    REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

    QUALIFICATIONS

    Minimum Experience and Training Requirements:

    + One year as a Fiscal Management Specialist 2 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or

    + Two years of experience in professional fiscal administration, and a bachelor’s degree in business administration, accounting, finance, economics, or a related field; or

    + An equivalent combination of experience and training.
