Minimum Qualifications:
Bachelor's degree in an Engineering discipline field with a minimum of ten (10) years demonstrated successful experience in overall technical project management within a large engineering or construction organization.
Experience in lieu of education will be considered if candidate can effectively demonstrate successful experience in overall technical project management.
License:
Project Management Professional (P.M.P) certification preferred.

In accordance with the Washington Metropolitan Area Transit Authority’s Continuity of Operations Plan (COOP) this job has been identified as critical to mission essential functions. Incumbents in this role may be required to report to or continue to work in the event of authorized office closings or service suspensions due to severe weather, natural disaster, fire, operational emergencies or related events.
Job Summary/Duties:
The Senior Program Manager is responsible for the execution of one or more simultaneous projects associated with new rail vehicles. The incumbent supports equipment and multi-enhancements in accordance with a valid, executed contract, per company policies and procedures and ensuring they are completed on schedule and within budget guidelines. This is a senior level supervisory program management position requiring the effective and efficient overall management of multiple projects associated with the enhancement of the Metrorail system.
Manages and coordinates the overall development and completion of rail vehicle projects and Metrorail enhancements from conceptualization to revenue operation, including project schedules and cost; planning, designing, systems engineering, procurement, contract close-outs, and systems testing as outlined in the engineering contracts.
Oversees phase coordination activities to establish schedule priorities, logistical requirements and allocation of work areas for each contract affected while minimizing fiscal impacts by exercising maximum control to ensure the work is performed in a safe manner and meet the project goals.
Develops, manages and oversees project plans to include project budgets, system development lifecycle efforts ensuring quality of all program activities and deliverables.
Prepares and recommends for approval by the Authority’s Board of Directors and Executives the budget and cost analysis for multiple projects.
Conducts project status briefings to the Authority’s Board of Directors, Executives, Federal, State, Local Government Offices; and Local Civic Organizations as required.
Drives or oversees iteration planning to create tasks and work with project team and consultants to determine and refine estimates based on departmental abilities and constraints.
Manages subordinate staff to include disciplinary actions, resolution of grievances, assigning duties, directing work, conducting performance evaluations, approving leave requests and timesheets, and ensuring appropriate subordinate training is provided.
Consistently develops and sustains cooperative working relationships with key personnel and officials of other organizations within and outside the Authority.
Encourages and facilitates cooperation within the organization and with customer groups. Develop leadership in others through coaching, mentoring, rewarding and guiding employees.
Identifies, diagnose and consult on problem areas related to implementation and goal achievement; and make decisions regarding alternative courses of action.
