    Job Description

    The Program Manager for Atautchikun will lead the full life-cycle management of Atautchikun’s NTIA TBCP Round II Use & Adoption grant award, ensuring that all project tasks and milestones are delivered on time, on budget, and in strict compliance with all federal funding agency (NTIA/NOAA GMD) requirements. The Program Manager coordinates all tasks and deliverables through internal teams, Tribal partners, vendors, and other project stakeholders through the entirety of the 4-year project.

     

    _This position may be based at Atautchikun Corporate Office in Kotzebue, AK, or from Anchorage, AK subject to candidate qualifications, preference,and company approval. This is a 4-year position throughout the life of the grant award, ending in April 2029._

    Responsibilities

    Essential Duties and Responsibilities

    + **Grant Compliance & Reporting**

    + Oversee the timely submission of all required reports—Baseline, Semi-Annual Performance (Technical), Semi-Annual Federal Financial Reports (SF-425), Annual, and Final.

    + Effectively track period-of-performance milestones, key dates, and special award conditions (SACs) related to all program deliverables; alert leadership to upcoming deadlines and report to both Executive Director of Atautchikun and Vice President of Economic Development and Sustainability

    + **Project Planning & Execution**

    + Translate grant scope into detailed work plans covering personnel, procurement, device distribution, digital-skills training, and other applicable use and adoption activities.

    + Coordinate cross-functional teams to meet all grant deliverables throughout the four (4) different grant focus areas over the four (4)-year project period

    + **Budget & Financial Management**

    + Manage the grant budget in alignment with 2 CFR 200, NTIA’s allowable cost guidance, and Atautchikun’s procurement policy..

    + Assist with robust documentation and internal controls to ensure audit readiness.

    + **Stakeholder & Sub-recipient Management**

    + Serve as primary liaison to Tribal governments, consortium members, community organizations, vendors, and federal program officers.

    + Draft and monitor sub-recipient agreements, conduct desk reviews and site visits per NTIA monitoring protocols.

    + **Monitoring & Evaluation**

    + Establish metrics to track broadband adoption, digital-skills gains, and community impacts, and enter analyzed data into semi-annual and annual reports.

    + **Risk & Issue Management**

    + Identify risks (e.g., supply-chain delays, cybersecurity requirements), implement mitigation plans, and escalate issues promptly.

    + **Grant Close-out**

    + Lead financial and programmatic close-out activities within 120 days of the project end date, ensuring all final reports and asset inventories are documented, submitted and accepted.

    + **Team Leadership and Collaboration**

    + Supervise project teams, contractors, and consultants involved in all project tasks and deliverables..

    + Provide leadership, guidance, and mentorship to team members to achieve project objectives in accordance to project plan and timelines

     

    Collaborate with other internal departments, to include, but not limited to: legal, finance, shareholder relations, resources, and government affairs to ensure integrated project delivery.

    Qualifications

    Minimum Requirements

    + **Education:**

    + Bachelor’s degree in project management, business, public administration, IT, or related field.

    + **Experience:**

    + 3+ years managing complex, multi-year federal or state-funded projects—ideally grant programs such as NTIA, USDA, FCC, or similar telecommunications grants.

    + Demonstrated success working with Tribal governments and/or rural/underserved communities.

    + Attention to detail and ability to multi-task to ensure compliance to program objectives are a must.

    + Strong ability to collaboratively work with various, multiple types of partners and project stakeholders.

    + **Certifications:**

    + PMP, PgMP, or equivalent (preferred).

    + **Knowledge/Skills:**

    + Deep familiarity with grant development and management, preferably federal funding grants and 2 CFR 200.

    + Budget development, procurement, and sub-award oversight.

    + Strong organizational skills and ability to work independently a must.

    + Strong analytical reporting and Excel skills; proficiency with project-management software (e.g., MS Project, Monday, Smartsheet).

    + Respectful and responsive communication and stakeholder-engagement skills.

    + Ability to travel to rural communities (≈ 25 % of the time).

    + **Other** :

    + Valid driver’s license with and acceptable driving record to be eligible under NANA’s vehicle insurance policy.

    Working Conditions and Physical Requirements

    **Weather:** Indoors in and environmentally controlled environment for a majority of the work. Some work will require being outdoors where the employee may be exposed to extreme weather conditions.

    **Noise level:** The noise level in the work environment is usually that of a standard office atmosphere. When working outdoors the employee may be exposed to construction sites, mine operations or other related production sites where the noise level would be loud.

    **Description of environment:** Office building with standard office environment when indoors. When working outdoors or at a job site the employee may be exposed to mine equipment, construction equipment, moving objects/equipment or other heavy equipment dependent on the job site. Reference job site specifics.

    **Physical requirements:** Employee is required to occasionally lift and/or move up to 50 lbs. Frequently required to sit, stand, walk, use hands/fingers to handle or feel, climb, stoop, kneel, crouch or crawl, talk/hear, see, taste/smell, and carry weight/lift.

    **Travel:** Employee may travel up to 25% within the NANA region and to other locations in Alaska and may be required to use alternative modes of transportation, including but not limited to snow machines, boats, small airplanes and ATVs. Travel to areas outside of Alaska may be needed, but on a less frequent basis.
