    The Office of Economic Development and International Trade (OEDIT) was created to foster a positive business climate that encourages economic development through the support of local and regional economic development activities across Colorado. A comprehensive slate of programs within OEDIT’s divisions work together to offer economic development services for all Colorado businesses--new and expanding, traditional and emerging, small and large--including retention programs to ensure continued competitiveness of Colorado’s economic base.

     

    Within OEDIT, the Global Business Development (GBD) division elevates Colorado businesses and communities by offering programs, services and incentives that foster an innovative and healthy economy where people, businesses and communities thrive. Such offerings include tax incentives and grant programs related to business recruitment, retention, expansion, export promotion, foreign direct investment, and data analytics services.

    Description of Job

    The Deputy Director of Global Business Development serves as a leader responsible for advancing Colorado’s business development and international trade strategies. The Deputy Director is responsible for providing direction to the GBD division through developing an investment and trade strategy and supporting all GBD units in their execution of the strategy. This position also serves as backstop for the GBD Director, which requires staying current on division-level budgetary, legislative, and personnel matters. This position provides day-to-day operational support across all GBD units and has management responsibilities including 4-5 direct reports. The Deputy Director plays a critical role in aligning GBD’s vision, policies, and programs with the state’s broader economic development goals, while also representing Colorado in high-level business, diplomatic, and public forums.

    KEY DUTIES AND RESPONSIBILITIES

    + Strategic Alignment : Collaborate with the Director of GBD and OEDIT’s executive leadership team to set and execute the division’s long-term business development strategy, aligned with state priorities.

    + Team Oversight and Development : Manage 4-5 direct reports, including managers and senior managers (who also are responsible for teams of 2-4 individuals) leading strategy execution, business attraction and those providing cross-divisional support. Foster a collaborative, high-performance culture through coaching, professional development, and inclusive leadership.

    + Policy and Advisory Role : Advise the Director of GBD, OEDIT Executive Director, and Governor’s Office on business trends, sector strategies, and policy implications. Represent Colorado on advisory boards, task forces, and in interagency working groups.

    + Performance & Impact Reporting : Lead the division’s performance measurement framework, including KPIs, dashboards, and reporting to ensure transparency, accountability, and outcome tracking.

    + International Representation : Represent Colorado on trade and investment missions, in high-level diplomatic meetings, and at global industry conferences. Deliver briefings and thought leadership on Colorado’s business climate and competitiveness, particularly when GBD Division Director is unable to participate.

    + Resource Management : Manage division-level budget planning, resource allocation, and procurement, including consultant oversight and funding requests for strategic initiatives.

    Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

    REQUIRED KNOWLEDGE, SKILLS & ABILITIES

    + Master’s degree in Public Policy, Economics, Business, International Relations, or a related field.

    + Related occupational experience or a combination of education and relevant experience will substitute for the degree requirement on a year-for-year basis.

    + A minimum of 10 years of progressively responsible experience in economic development, international trade, investment promotion, or public-sector management.

    + Proven leadership experience, ideally at the senior manager or deputy director level, in a complex organization or government agency.

    + Familiarity with Colorado’s economic landscape, key industries, and regional development priorities is a strong asset.

    Supplemental Information

     

    Salary Range:$115 ,000 - $130,000 Annually

     

    This position is considered non-classified, which means the position is not part of the Colorado State Personnel System. Therefore, the individual appointed to this position is considered at-will, and is not covered by the State Personnel Rules or the State Classification System. However, this position does come with the same benefits (retirement, insurance, etc.) as every other State employee, and with the same opportunities, pride and passion that comes with working for the great State of Colorado. Even though employment is at-will, non-classified positions have protections against discrimination and retaliation in state and federal employment laws. “At-will” employment means that either the employee or the State may terminate the employment relationship at any time for any reason or no reason, with or without notice or cause, as long as no federal or state law is violated.

     

    A wide salary range is posted for this position and any job offer is based upon a salary analysis to comply with the Colorado Equal Pay for Equal Work Act. The salary analysis considers relevant experience, education, certifications, and state seniority as compared to others doing substantially similar work. While all offers are compliant with the Colorado Equal Pay for Equal Work Act, there is no guarantee an offer will be at the top of the posted range based on the salary analysis.
