    Description of Job

    The Procurement Performance Management Specialist role serves in the State Purchasing and Contracts Office (SPCO) and reports to the Procurement Programs Manager. The Procurement Performance Management Specialist will manage procurement-related special projects, including (but not limited to) leading projects, managing deadlines, and documenting and reporting project process to SPCO leadership.

     

    This position serves as staff authority and subject matter expert on all procurement-related systems, data and reporting, providing data and information as requested by SPCO and DPA leadership. Responsibilities also include acting as primary contact for SPCO regarding fiscal notes during legislative session which requires an understanding of technical issues and fiscal impact of procurement-related legislation.

     

    A summary of the duties and responsibilities will include, but are not limited to, the following:

     

    Procurement Project Management and Process Improvement

     

    + Role model organizational values while achieving desired outcomes in alignment with DPA's mission, vision, and overall strategic priorities.

    + Stay up to date with purchasing and contracts (procurement) knowledge and trends, project facilitation, process improvement, project management and change management trends, innovations, theories, and best practices.

    + Determine when developments or adjustments should be made to procurement practices and adjust accordingly.

    + Responsible for the procurement project management of multiple projects within the State Purchasing and Contracts Office (SPCO) and in partnership with other agencies statewide to seek out and implement efficiencies and/or modernization in procurement processes, training, systems, forms, policies, et al.

    + Manages or assists with procurement projects from inception through to closure, leading teams to meet project deadlines and achieve desired outcomes. This may include, but is not limited to procurement equity, Wildly Important Goals, training initiatives, implementing new systems, and projects arising from legislation.

    + Maintain an internal database of procurement projects and initiatives, reporting the status and outcomes to stakeholders including SPCO leadership.

    + Manage customer and stakeholder relationships throughout the project or initiative.

    + Coordinates and tracks projects with staff to include deadlines and reports information on a regular basis to SPCO leadership.

    + Documents milestones and procurement project progress via visuals such as reports, charts, Trello boards, or other methods as requested by the Procurement Programs Manager and the Chief Procurement Officer.

     

    Manage Procurement-Related Systems, Data, and Reporting

     

    + Manage, assist and/or provide back up to all procurement-related systems, in whole or in part, used by the State Purchasing and Contracts Office. Examples include but are not limited to the system for posting of state price agreements, the learning management system, the Contract Management System (CMS).

    + Manage eSubmission system for submission and review of waivers or approvals from SPCO. This includes managing roles, forms, and procedures.

    + Responsible for managing or assisting SPCO staff with use of webinar software, mailing applications, and other software or applications used by SPCO.

    + Responsible for accessing data or instructing the access of data as requested by the Chief Procurement Officer, Legislative Liaison, State Controller, Procurement Programs Manager and any other authorized party who requests procurement-related data. Systems where data may need to be accessed include, at a minimum: CORE (the statewide financial system), the State Price Agreement website, the statewide Contract Management System (CMS), COPROU (SPCO’s online Learning Management System (LMS)), Colorado Vendor Self Service (VSS), et al.

    + Manages reporting for statewide reports such as SDVOSB (service-disabled veteran owned small business), Statewide Cost Allocation Plans (SWCAP), CMS, legislative reports, performance outside the US or Colorado, and open records requests.

     

    Draft and Review Proposed Procurement Legislation, Rules, Policies, and Guidance Acts

     

    + The first reviewer for SPCO regarding fiscal notes during legislative session.

    + Position is required to understand the legal implications of pending legislation for technical issues as well as fiscal impact and escalate to the Chief Procurement Officer accordingly. For instance, the position would be required to provide input to the Fiscal Note process, including the impact of proposed legislation concerning procurement.

    + Knowledge of existing procurement laws, rules and policies are essential to a thorough review of potential changes to legislation.

    + Evaluates procurement policies and guidance for updates and/or modifications. Makes recommendations for new policies and guidelines based on information gleaned from the appeals process.

     

    Manage SPCO Website

     

    + Acts as primary web manager for the office, including content creation, design, editing, updates, and other changes as needed

    Education and Experience:

    A combination of related education and/or relevant experience in procurement (purchasing/contracts) , acting as a staff authority of laws, regulations, or policies equal to at least seven (7) years

    The exceptional candidate will possess the proven ability or accomplishment in the following preferred qualifications:

    + Project management certification(s), such as Project Management Professional (PMP)

    + Previous State service related to the work assigned to the position

    + Experience facilitating and managing projects

    + Experience collecting and analyzing data

    + Experience reading and analyzing legislation

    + Experience with change management

    + Experience with process improvement

    + Experience working with a large, diverse customer base

    + Working knowledge of Colorado Procurement Code and State Fiscal Rules

    Comparative Analysis Process
