    Summary You will serve as an ADMINISTRATIVE/TECHNICAL SPECIALIST in the ACCOUNTING DIVISION, COMPTROLLER DEPARTMENT of NAVAL SURFACE WARFARE CENTER PORT HUENEME DIVISION. Responsibilities You will serve as the Accounting Team lead ensuring that Comptroller processes for accounting are executed in Navy Enterprise Resource Planning (NERP) and are accurate, timely and compliant in accordance with regulations. You will coordinate with other personnel in the Division and Comptroller Department to develop and implement programs, policies and procedures to ensure compliance with financial operations and the functional integrity of financial data. You will serve as a Subject Matter Expert (SME) in the accounting applications of NERP and will review current business practices and use of various business systems to develop new procedures as necessary. You will analyze financial system updates and release notes and assess the impact to existing policies, processes and procedures, implementing changes as necessary. You will monitor the accounting activities within the Division and provide training and guidance to junior accountants and financial analysts. Requirements Conditions of Employment Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the NT-04 (GS-11/12 equivalent) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: as a professional Accountant providing guidance and technical expertise in navigating, validating, and reconciling financial transactions in a financial management system (e.g. Navy Enterprise Resource Planning) to resolve unmatched disbursements, obligations and accruals and ensure compliance with financial regulations and Navy Working Capital Fund (NWCF) policies for a naval program. Education Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess A degree in Accounting or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. (The 24 hours may include up to 6 hours of credit in business law). (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor."); OR A combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The background also includes one of the following: 1) 24 semester hours in accounting or auditing courses of appropriate type and quality (this can include up to 6 hours of business law); or, 2) a certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination, or; 3) completion of the requirements for a degree that included substantial course work in accounting or auditing. (e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of response option A, provided that (a) you successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that you have demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in response option A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, your education, training, and experience fully meet the specified requirements). Additional Information This position is covered by the Department of Defense Priority Placement Program. This position is part of the Warfare Centers Personnel Demonstration Project. The NT-05 pay band encompasses positions equivalent to GS-13 and GS-14. Additional vacancies may be filled by this announcement.
