Title: SERVICES SPECIALIST (Tailoring and other Services) Location: United States-Virginia-Virginia Beach Job Number: 250000X5 The NEXCOM Services Specialist oversees and supports the tailoring, embroidery and laundry/dry cleaning operations enterprise-wide. This role involves policy development, contract oversight, vendor negotiations, pricing strategy, field support, and coordination across departments to ensure effective and efficient service delivery throughout the Navy Exchange system. Key Responsibilities: • Policy & Program Development: Create and implement SOPs, business plans, and risk mitigation strategies for direct and concession-operated services. • Operational Oversight: Analyze data, review budgets, and ensure competitive pricing through vendor negotiations and price surveys. • Contract & Vendor Management: Support contract development, vendor payments, equipment procurement, and consolidated purchasing. • Technology & Tools: Use systems like RMS, RDW, and Lawson for pricing, inventory, and data analysis; test and implement new software and equipment. • Field & Training Support: Visit Exchanges, assess compliance, guide operational improvements, and assist in staff training. • Cross-Functional Collaboration: Coordinate with departments including IT, LP (Loss Prevention), Procurement, Uniforms, NCTRF, Merchandising and Project Management to align service goals and meet operational benchmarks. The specialist acts with considerable autonomy and is recognized as a subject matter expert, reporting to the Director Store Operations Services. The role is central to maintaining high standards in customer service, operational efficiency, and cost-effectiveness across the NEXCOM Services enterprise. Job Summary: Serves as NEXCOM Personalized Services Specialist with enterprise responsibility for one or more Services business (i.e. flower shop, video rental, laundry dry cleaning, barbers/beauticians, Tailoring, automotive, gas, and/or other services function). Duties and Responsibilities: Develops and assists in the implementation of policies, standard operating procedures, technical directives and programs applicable to assigned direct and concessionaire operated services activities. Prepares substantive briefings on current and/or proposed programs. - Utilizes operational tools such as RMS, RDW, Harms, MEI, etc. to manage product assortment, pricing, inventories and management reports. - Responsible for ensuring the Navy Exchange is competitively priced and meets savings goals for the areas of responsibilities. Coordinates price surveys with field Exchanges to validate pricing models. - Reviews and analyzes operating data pertaining to assigned function(s) to measure financial viability, relative efficiency and trends. Evaluates effectiveness and prepares analysis report of same. Reviews financial plan and budget data, develops forecast in operational areas and recommends approval or revision. - Establishes and maintains constructive relationships with key government, military, civilian personnel and corporate representatives to gain concurrence of new concepts affecting trends of the assigned Services business(s) - Studies market offerings and trends, develops appropriate sources of supply for products. Recommends quality, quantity and pricing standards on service and merchandise, and ensures that standards are adhered to. - Develops annual NEXCOM capital expenditure plan for responsible areas. Identifies services, supplies and equipment for national or consolidated procurement. Develops data/specifications and/or make contact recommendations based on broad technical professional background and experience. Forwards request to the contracting division for appropriate action. Coordinates consolidated purchase requirements for submission to the contracts division to obtain better selection, expedient delivery, improved quality and favorable costs. - Assist in the design, development, and layout of equipment, fixture and presentation standards. Assist in development of major and minor project plans. Identify space, power and equipment requirements for assigned services operational areas. Assist the project manager in developing store layout and design - Assist field Exchanges in the preparation of contracts and initiate recommendations as appropriate for approval, disapproval or revisions thereto. As required, furnishes technical guidance to procurement personnel in the development of solicitations and contracts for equipment sources and products used in the services operations. - Develop from inception new services initiative and administer all aspects of system wide service programs and contracts. Test new equipment or products to determine their applicability within the Navy Exchange services departments. - Develops and/or reviews technical information or other material concerning services operations for use by management in training associates. Also provides assistance in career management for functional jobs both at NEXCOM and field Exchanges. - Conducts visits to field Exchanges to review the assigned service operations. Assesses the applicability and effectiveness of NEXCOM operating procedures and compliance. Makes recommendations during such visits to improve efficiency and operational results. Assists in their implementation as required providing recommendations and solutions for consideration publications for new and improved methods, equipment, supplies or other similar items for possible application to the operations. -Attends trade shows, conferences or seminars to keep abreast of new industry developments for merchandising services items, pricing, display and distribution techniques; storage and any technological changes in the field. - In the absence of the Services Program Manager, makes operating decisions. On policy or precedent matters, develops a report providing recommendations and solutions for consideration. - Works under the general supervision of the Services Program Manager who establishes priorities and deadlines and determines the scope of assignment. Incumbent carries out assignments independently, relying heavily on own experience and background in assigned areas of expertise. As the expert in the assigned areas, recognizes matters which affect policy or precedent and develops solutions that are subject to further discussion and approval of superior. Review of work is minimal and is generally only in terms of overall effectiveness and achievement of goals and objective. - Performs other related duties as assigned. Qualifications: A total of 6 years experience consisting of the following: General Experience: Three years’ experience gained in administrative, merchandising, technical or other responsible work which enabled the applicant to gain knowledge of merchandising, procurement and operational practices in the store/field, procurement facility; skill in dealing with others in person-to person work relationships; and the ability to exercise mature judgement. Or Substitution of Education for Experience: 1 year of academic study above the high school level may be substituted for 9 months of experience, up to a maximum of a 4 year bachelor’s degree for 3 years of general experience. And Specialized Experience: 3 years of progressively responsible experience which provided a background in Services, Retail, or Procurement which included operation, merchandising and procurement practices and procedures; developing sources of supply, analyzing operation data; or providing technical assistance; or similar work which demonstrated the knowledge and abilities.
