    Position Summary

    MITRE is seeking a skilled and strategic IT Procurement Negotiator to manage vendor relationships, negotiate contracts, and ensure the procurement of IT goods and services aligns with the company’s strategic goals and budgetary constraints. This individual will be responsible for securing optimal terms and pricing while maintaining high-quality standards for IT products and services.

     

    The ideal candidate has proven experience negotiating complex IT agreements, with a strong focus on securing favorable terms, managing risk, and driving cost efficiency. This role also requires a solid understanding of cybersecurity and regulatory compliance, especially regarding Controlled Unclassified Information (CUI) and Cybersecurity Maturity Model Certification (CMMC) requirements.

     

    The IT Procurement Negotiator will collaborate closely with stakeholders across Enterprise Technology, Finance, Legal, and Security to ensure that all acquisitions align with MITRE’s internal policies and applicable federal regulations.

    Key Responsibilities

    + Vendor Management: Develop and maintain strong relationships with IT vendors, suppliers, and service providers.

    + Contract Negotiation: Lead negotiations for IT procurement contracts, ensuring favorable terms, pricing, and service-level agreements (SLAs), Master Subscription Agreements (MSAs), and Professional Service Agreements (PSAs).

    + Cost Optimization: Identify cost-saving opportunities while maintaining quality and performance standards.

    + Market Analysis: Conduct market research to stay informed about industry trends, pricing benchmarks, and emerging technologies.

    + Compliance: Ensure all procurement activities comply with company policies, legal requirements, FAR/DFAR and industry regulations.

    + Collaboration: Work closely with IT, finance, and legal teams to align procurement strategies with organizational goals.

    + Risk Management: Assess and mitigate risks associated with vendor performance, contract terms, and supply chain disruptions.

    + Reporting & Metrics: Responsible for producing analytics and reports associated with IT Procurements.

    Basic Qualifications

    + Typically requires a minimum of 10 years of related experience with a Bachelor’s degree; or 8 years and a Master’s degree; or a PhD with 5 years’ experience; or equivalent combination of related education and work experience.

    + 5+ years of experience with IT procurement, contract negotiation and vendor management.

    + Strong knowledge of IT products, services, and technologies (e.g., software, hardware, cloud solutions).

    + Proven track record of successful contract negotiations and cost optimization.

    + Excellent analytical, communication, and interpersonal skills.

    + Familiarity with legal and regulatory requirements related to IT procurement.

    + Certification in procurement or supply chain management (e.g., CPSM, CSCP) is a plus.

    + Proficiency with procurement tools such as Ivalua, Costpoint, Unison, or equivalent procurement systems.

    + Excellent verbal and written communication skills; effective stakeholder management.

    + The position requires a minimum of 4 days a week on-site.

    Preferred Qualifications

    + Certified Professional in Supply Management (CPSM) or similar credentials.

    + Knowledge of FAR/DFARS, NIST SP 800-171, and other federal acquisition/cybersecurity frameworks.

    + Experience in a government contracting (GovCon) environment, particularly for IT or cybersecurity acquisitions.

    + Experience with platforms such as Ivalua, Costpoint, Unison, or equivalent procurement systems.
