Planning Manager (Recreation and Parks, Capital and Strategic Planning Section)
The Planning Manager works within CRPD’s Capital and Strategic Planning section, which employs landscape architects, urban planners, management analysts, and GIS professionals and is a creative force throughout the city in developing, reimagining, master planning, designing, and engaging with our public as we create new greenspaces and innovative strategies to further our Mission: Connecting our community to nature, wellness, and creativity.
The Planning Manager will have a strong focus on long-range planning, land use and development, specifically: Leading efforts to revise and improve the City’s Parkland Dedication mechanisms to ensure adequate greenspace for future residents; Managing the Department’s review and disposition of zoning and parkland dedication; Representing the Department at Columbus Development Commission and Land Review Commission, among other review and advisory bodies; and Coordinating with City staff and the development community during the planning phase of public and private development projects that have impact on the Department’s Level of Service, Quality of Parkland and Operations.
Other Major Responsibilities of the Planning Manager Include:
• Assisting with the Department’s Land Plan, developing and executing on portfolio-wide strategies for the acquisition and development of parkland and trails;
• Assisting in the process to acquire and bring online new parkland;
• Collaborating on the development and execution of the Department’s 10 Year Vision Plan (Master Plan) and 5 Year Strategic Plan;
• Collaborating to seek, write and manage grants for parkland acquisition and development;
• Coordinating and leading as needed public engagement with civic groups, nonprofits, and stakeholders at a community and regional level on short- and long- term strategic planning initiatives;
• Preparing suitable graphics and presentations to communicate design or plant intent. Present to internal and external stakeholders;
• Using Adobe Creative Suite and other software, prepare and/or manage the preparation of presentations, drawings and other documents;
• Coordinating with staff and consultant teams on a diverse range of projects involving planning, design, conservation and public engagement;
• Performing ongoing data management for Parkland Dedication Land and Park Development Charges;
• Assisting with procurement and project management of consultants for larger Department planning projects.
Under general direction, is responsible for managing City or neighborhood planning, historic preservation, zoning functions, and community development, and for supervising assigned professional-level planning staff; performs related duties as required.
Examples of Work

Directs professional and technical staff engaged in planning or zoning activities to include participating in the hiring process, conducting performance evaluations, approving leave requests, and initiating discipline;
Establishes planning or zoning goals and objectives by analyzing current programs and collaborating with other managers and agencies;
Manages and conducts urban design or development land use studies; evaluates and prepares reports of complex social, economic and physical data;
Utilizes geographic information systems for planning, zoning, land development, or other related purposes;
Oversees principle plans for urban design and land use initiatives to include information gathering and analysis, citizen participation, formulation of alternative concepts, and evaluation of plan;
Develops and coordinates planning and zoning methods on matters of department-wide policy, budgets, and programs;
Oversees planning and development projects and plans;
Manages the evaluation processes of rezoning and variance applications and the related public hearings; presents staff analyses and recommendations before boards, commissions, and public groups;
Makes code interpretations and policy recommendations; evaluates and recommends changes to City Code and departmental policy pertaining to land use proposals and relevant regulatory processes;
Prepares background research papers and documents for the department;
Confers with other government agencies to maintain cross-communication and united efforts on multi-interest projects;
Conducts community information meetings, seminars and in-house training on department programs and issues;
Represents the administration in meetings with City Council, federal and state authorities, and business and civic groups in order to promote a united action on policies and programs;
Manages consultant contracts;
Maintains professional and technical knowledge by attending educational workshops and reviewing professional publications.
Minimum Qualifications
Possession of a bachelor's degree and four (4) years of professional experience developing recommendations for city or regional planning, urban development, zoning functions, or historic preservation. Substitution(s): A master's degree in city and regional planning, geography, architecture, historic preservation or a closely related field may be substituted for one (1) year of the required experience.
