    Summary You will serve as a Supervisory Traffic Management Specialist in the Regional Transportation Office (RTO) of NAVSUP FLT LOGISTICS CNTR SAN DIEGO. Responsibilities You will be responsible for the operation of an integrated Regional Transportation Office (RTO), developing and implementing procedures, policies, and guidelines for shipment processing, quality control, and customer service. You will be responsible for overall planning and directing the Traffic Management programs of all activities under NAVSUP FLCSD. You will describe shipments with a broad classification rate, and routing range using appropriate terminology in order to secure best value transportation services and rates. You will determine special service and equipment required for shipment of a wide and disparate assortment of commodities, such as ship propellers, aircraft engines, helicopters, hazardous materials, ships, and vehicles. Requirements Conditions of Employment Qualifications Your resume must have one year of Traffic Management specialist specialized experience equivalent to the next lower grade level (GS-09) or pay band in the federal service or equivalent experience in the private or public sector applying a detailed knowledge of traffic management and transportation policies, principles, and methodologies leading or supervising others in procurement services for the movement of a wide variety of material, equipment, vehicles (boats, aircraft), and/or small arms (machine guns, rifles) by all modes of transportation. Specialized experience must reflect a comprehensive knowledge of the Defense Transportation System, such as Surface, Airlift, and Sealift capabilities of many systems associated with arranging material movement. Examples of specialized experience may include the following: 1) Performing labeling, place carding, documentation, and packing for material and hazardous material by all modes of transportation to ensure efficiency, safe, and economical movement of hazardous freight; 2) Identifying, analyzing, and resolving complex issues/problems with traffic management; 3) Leading or supervising a traffic management or transportation team; 4) Communicating clearly both orally and in writing to provide transportation counseling and advice to a varied group of military and civilian personnel. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: GS-11 SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position: possess a Ph.D. or equivalent doctoral degree, LL.M, or have completed three full years of progressively higher level graduate level education leading to such a degree. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. GS-11 COMBINATION OF EDUCATION AND EXPERIENCE: Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements.
