    The Office of Research Misconduct Proceedings has an outstanding opportunity for a Director to join their team.** **POSITION PURPOSE

     

    The Director of the Office of Research Misconduct Proceedings (ORMP) will be directing the office responsible for investigating and reporting research misconduct as required under University of Washington Executive Order 61: http://www.washington.edu/admin/rules/policies/PO/E061.html

     

    The Director will coordinate and actively participate in assessments, inquiries and investigations into allegations of research misconduct in consultation and cooperation with the UW schools, colleges, and campuses.

     

    This position will create and execute a strategic plan for ORMP, monitor progress toward strategic goals and adjust as necessary.

    POSITION COMPLEXITIES

    The Director must demonstrate a high level of initiative, judgment, and analytical skills, as well as being collaborative, and have the ability to effectively coordinate and communicate with a variety of offices and individuals at all levels of authority throughout the University community.

     

    The Director must also be able to effectively manage investigations within the strict confidentiality constraints required.

    POSITION DIMENSIONS AND IMPACT TO THE UNIVERSITY

    In addition to oversight of three research administrative and compliance-related units (Office of Sponsored Programs, Human Subjects Division, and Office of Research Information Services), the Office of Research has other responsibilities, such as Research Compliance, Financial Conflict of Interest management, and Faculty Outside Work approvals. In contrast, the role of the Director of ORMP is investigative, rather than compliance, oriented. Investigation and reporting of possible research misconduct is a requirement of federal and other funding agencies, as well as the University, under Executive Order 61: http://www.washington.edu/admin/rules/policies/PO/EO61.html .

     

    The Director of the ORMP will be responsible for conducting investigations, in coordination with UW departments, schools, and campuses, as well as maintaining the resulting records, for research misconduct activities.

     

    The Director will provide advice to academic units regarding the prevention of research misconduct and management of allegations of research misconduct, and will serve as the UW knowledgeable authority on research misconduct policy.

     

    **DUTIES AND RESPONSIBILITIES** Intake and Preliminary Analysis 10%

    + Serve as the primary point of contact to receive and assess allegations of research misconduct.

    + Analyze data and information provided relating to research misconduct allegations in order to determine and advise the Associate Vice Provost, deans and department chairs of appropriate actions.Assessment and Investigation 30%

    + Sequester evidence, conduct research misconduct inquiries, and determine whether an investigation is warranted, in consultation with the schools, colleges and campuses. This may include, but is not limited to, gathering hard copy documents, electronic evidence, and research materials in a forensically sound fashion; analyzing these materials; obtaining expert opinions on relevant issues; interviewing witnesses; and preparing a detailed inquiry report.

    + Facilitate and coordinate research misconduct in collaboration with the affected school, college and campus, providing advice on the research misconduct process.Management of Complex Research Non-Compliance Situations 10%

    + Manage situations involving significant or complex non-compliance outside the research misconduct arena by researchers where institutional involvement and/or investigation is warranted or is expected by research sponsors.Coordination of Contractual Services 5%

    + Coordinate essential contractual services to support research misconduct proceedings.Reporting and Consultation Requirements 10%

    + Fulfill research misconduct, sexual harassment and other harassment reporting requirements established by federal and other external research sponsors.

    + Consult with University and outside entities when revising policies, regulations, and the like that may impact research compliance process.

    + Serve as the UW knowledgeable authority on research misconduct and research misconduct policy.Records Management 10%

    + Oversee records maintenance policies and procedures for research misconduct.

    + Prepare and appropriately review for redaction, research misconduct records requested under the Washington State Open Public Records Act.Training 5%

    + Develop and provide training resources in the areas of research misconduct, authorship practices and research collaboration.Fiscal and Resource Management 5%

    + Develop and execute a plan to manage the fiscal and other resources necessary for sustainable success of the office.

    + Advocate for redeployment or procurement of additional resources.

    + Plan and monitor expenditures to ensure budgetary control.Partnership and Participation 10%

    + Identify opportunities to cultivate new partnerships and leverage existing partnerships and collaborations with other relevant institutional officials; manage relationships with regulatory agencies and external consultants.

    + Serve, as needed, on relevant University-wide committees and teams.Supervision 5%

    + Oversee the work of ORMP personnel.

    + Supervise 1.0 FTE (TBH Compliance Analyst (E S 8). **MINIMUM REQUIREMENTS**

    + JD or Professional Degree in research-related scientific field, OR 5 years’ experience in research misconduct or other similar research regulatory investigations. **Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.** **DESIRED QUALIFICATIONS**

    + Experience in a higher education setting.

    + Ability to work independently with little or no supervision.

    + Ability to monitor, comprehend and comply with federal and state laws and regulations as well as institutional policies and procedures.

    + Demonstrated initiative to take or recommend action, as appropriate, in all areas of responsibility, including being proactive, as needed.

    + Demonstrated ability to address complex and sensitive issues and maintain confidentiality.

    + Excellent writing and communication skills.

    + Ability to identify, navigate and extract relevant information from a variety of data files.

    + Ability to plan and implement evidence sequestration and investigation-type protocols.

    + Ability to conduct fact-based interviews.

    + Ability to understand/comprehend various fields of science and research.

    + Ability to conduct research misconduct inquiry.

    + Ability to advise University committees conducting investigations into research misconduct.
