About the Paid Leave Division:
Paid Leave is a new program launching in 2026. The program will provide partial wage replacement to Minnesota workers who are out of work due to a qualifying condition, such as a severe health condition that prevents them from working, or when they need time to care for a family member or a new child. We are building a program that will be easy for every Minnesotan to use. We are engaging the people who depend on us—workers, employers, caregivers, and insurers—to learn from them and build the program around their needs. We are using modern service delivery and product practices to deliver the program. The Paid Leave team has high standards and an unrelenting commitment to serving Minnesotans. It is a start-up environment without legacy systems or preconceived ways of working, so we have a unique opportunity to create human-centric processes and systems to deliver this new benefit to Minnesotans.
Position Purpose:
This position is responsible for the supervision, coordination, and oversight of payment processing activities for Minnesota’s Paid Leave program. The incumbent will lead a team responsible for issuing benefit payments accurately, securely and in compliance with state policies and laws. This includes overseeing disbursements, managing internal controls, performing payment reconciliation, resolving payment exceptions and errors, and ensuring operation efficiency and fiscal integrity.
Key Responsibilities Include:
+ Oversees the disbursement of benefit payments, vendor payments, underpayment refunds, and grant payments, ensuring timely and accurate processing.
+ Supervise reconciliation activates related to outgoing payments, including validation against program data and SWIFT (StateWide Integrated Financial Tools) transmissions.
+ Manage compliance with federal and state tax requirements in coordination with internal and external partners.
+ Monitor and improve payment workflows to ensure alignment with financial integrity standards.
+ Support audits, reporting, and internal controls related to accounts payable (AP) functions.
+ Supervise and develop staff responsible for AP processing and operations.
This position will be based out of the St. Paul office.

Minimum Qualifications

Four (4) years of experience performing financial operations or accounting work related to benefit payments, banking or disbursement oversight including at least one (1) year of experience in a lead or supervisory role.
Applicants that meet the above minimum qualification will be further evaluated on the following:
+ Experience supervising, coordinating or overseeing payment processing or financial operations in a complex organizational or government setting.
+ Experience with reconciliations and exception management (returned payments, underpayments, stop payments).
+ Experience ensuring compliance with payment polices, accounting principles or relevant statutes.
Preferred Qualifications
+ Bachelor’s degree in accounting, business administration, finance, public administration or other closely related field as determined by the agency.
+ Experience in a financial leadership role in a public sector or government setting.
+ Experience in payment processing operations, reconciliation, exception handling, fraud identification and internal controls.
+ Knowledge of accounting principles, audit practices, and regulatory compliance on government or large-scale payment system.
+ Proficiency using accounting and data tools such as Excel.
+ Experience communicating with stakeholders, vendors, and teams across functional areas.
