    Brief description of duties and responsibilities

    (Incumbent of position is a member of DFS’ Disaster Response Team and, in that capacity, may be required on short notice to perform duties and necessary attendant travel in support of disaster relief efforts.)

     

    The primary duty of this position is to provide administrative and technical supervision to employees in the research, examination, investigation, and/or analysis of the business practices and conduct of Life & Health insurance companies. The primary duties include:

     

    This is a highly responsible professional position with both technical and administrative responsibilities. The incumbent provides project management for multiple investigation or examination projects that support the Agency’s strategic plan, legislative requirements, and technology needs. The incumbent is responsible for planning and organizing projects to achieve outcomes aligned with the agency’s goals. The incumbent will conduct research, provide insurance analysis, and guidance to support project staff and ensure project teams which may include contractors, follow agency procedures and documentation standards.

     

    The primary duty of this position is to supervise and direct the work of two or more full time analysts in Life and Health Market Regulation (LHMR). This position is responsible for assigning, monitoring and reviewing the work of direct reports in accordance with the Office of Insurance Regulation performance procedures. As a supervisor, this position will provide feedback and make recommendations on personnel actions taken within the unit, including working directly with staff to ensure timely and sufficient reviews, monitoring, and statutory examinations of certain industry related companies to support Agency oversight and implementation of Florida Insurance Codes. Ensure that the review team implements Florida Insurance Code standards and deliver high quality analysis. Provides mentorship to direct reports, using problem solving skills to remove obstacles, resolve conflicts, and mitigate risks when possible and escalates to management when appropriate. Manages and trains on examination procedures and techniques. This position spends most of their time supervising and /or manages a team, including providing annual performance expectations and evaluations., selecting qualified individuals to fill vacancies, reviewing and approving timesheets, taking appropriate corrective/disciplinary action and providing regular feedback. Communicates with, motivates, trains, and evaluates employees. Plans and directs employees work and must recommend actions such as to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees.

     

    + Responsible for the examination plan and management of contractors to ensure high quality review analysis and implementation of Florida Insurance Code. Design and develop examination plans for Agency oversight and assist with contractor procurement. Manage the project scope and implementation activities to deliver reports on time and within budget. Identifies and manages technical and non-technical issues and risks that could impact the project.

    + Provide advanced research and analysis, or guide assigned insurance analysts, for assigned projects. This includes but is not limited to in-depth investigations and review of policy forms, rates, contracts, endorsements, claims forms and handling practices, underwriting practices, advertising, premium refunds, record management and other insurance related business practices.

    + Conduct informal conferences with insurance companies on business practices, validate findings of statutory examinations, and recommend agency action. Report and communicate examination status with project team members, stakeholders, and Agency management.

    + Collaborate with legal counsel to articulate the conceptual, logical, and technical aspects of the examination or investigation report.

    + Manage multiple insurance regulatory related projects that support the Agency’s business needs by conducting advance technical research and market analysis relating to the insurance industry.

    + Conduct market and data analysis on industry conduct and structure to assist the Agency with exams and investigations. Act as a resource for NOI and other reviews.

    + Act as a market conduct manager upon earning IRES designation. Responsible for facilitating the examination between the contractor and insurer, managing project scope and budget, reviewing invoices, monitoring exam and escalating exam issues to management

    + Responsible for record management of electronic files related to the examination or investigation.

    + Perform other duties as required.

    REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

    + Knowledge of basic principles of life and health insurance and risk management, general insurance practices of life and health insurers, or general legal practices in a regulatory environment;

    + Knowledge of investigative techniques and practices;

    + Knowledge of methods of compiling, organizing and analyzing data;

    + Skills in using internet and world wide web for research purposes;

    + Ability to use Microsoft Office programs with proficiency in Excel and Word;

    + Ability to communicate effectively verbally and in writing;

    + Ability to prepare detailed/specialized written reports;

    + Ability to plan, organize and coordinate multiple work activities;

    + Ability to establish and maintain effective working relationships with others

    + Ability to train employees;

    + Ability to understand, interpret and apply laws, rules, regulations, policies and procedures

    SPECIAL NOTES:

    As part of the selection process, applicants will be expected to complete and pass a work sample as well as present a detailed report outlining prior supervisory and project management experience to an interview panel.

     

    Starting salary for this position is $65,000.00.

     

    This position requires a security background check, including fingerprints, as a condition of employment.
