Job Description Summary:
Reporting to the CMO, the VP, Clinical Effectiveness develops and leads initiatives to deliver high quality of care patient outcomes with the objective to surpass industry benchmarks and stakeholder expectations. This role leads clinical optimization efforts overseeing all phases from design, workflow, key performance indicators, change management processes, implementation, and adjustments as necessary to achieve defined success parameters. This VP collaborates with business leaders across the organization, including but not limited to Business Development, Commercial, Sales, Operations, Contracting, IT and others mutually committed to launching business growth opportunities from pilot to national scale launches of new products/drugs onto formulary and/or expanded clinical service offerings. The leader is responsible for identifying opportunities and partnering with internal stakeholders to revise and/or develop protocols, processes, programs, and service models to enhance patient outcomes, expand clinical capabilities and/or support business growth based upon evidence supported on OCH patient population data. The VP builds a Clinical Effectiveness team with focus on driving clinical transformation and exemplifying continuous cycles of improvement across the OCH.
This VP is accountable for implementation and ongoing management of reporting on OCH patient populations, trend identification and other relevant analytical insights. The VP leads a team that assesses internal and external data and presents on opportunities for quality improvement, clinical service enhancements, clinical service offering expansion and other mechanisms to drive superior patient outcomes and demonstrate OCH’s value. Leads, organizes, directs, and manages program activities and outcomes of cross-functional agile teams focused on innovation and transformative progress to deliver efficiencies and benefits to internal and external stakeholders. Supports ongoing efforts in advancing our data analytics, reporting and insights capabilities and value articulation.
Responsible for providing a high-level of visibility, communication, and engagement on analysis, identified
opportunities, initiative planning and execution. Presents and reports to all levels of staff across the
organization, including to the Board of Directors upon request. Aligns and supports enterprise level business objectives. Thrives in a fast-paced environment, maintains a bias for action, with high-level of self-directed actions, discernment, and independent assessment of actions to achieve desired outcomes. Exercises independent judgment and decision-making on complex issues requiring analysis of variable factors to determine the best course of action. **Job Description:**
Develops insights and strategies to enhance, expand and/or create clinical processes and service offerings by
leveraging core business platforms and service models, patient outcomes information and industry data with
objective to deliver superior patient outcomes and support business growth while maintaining high levels of
quality of care. Leads and oversees design and implementation of programs in collaboration with internal
stakeholder leadership.
Identifies and sets metrics of success and other key performance indicators (KPIs). Leverages comparative
industry data and benchmarks to articulate OCH’s performance in the marketplace. Actively manages KPIs to
ensure desired results are achieved, addressing barriers, and making process adjustments as needed through
the process.
Oversees the analysis of OCH’s patient populations, performance, and service offerings and/or other existing
data from multiple internal and external sources to inform quality improvement and patient outcomes
objectives, establish value and measure success of OCH’s clinical service offerings.
Leads teams in evaluating, developing, and recommending clinical workflow processes to enhance quality of
care, patient outcomes, access to care, stakeholder satisfaction, and/or lower cost of care. Recommends and
implements evidenced based practices.
Processes and synthesizes program outputs into executive level presentations, updates, risk mitigation plans
and business recommendations with ability to facilitate group discussions and debate with the ability to
influence and communicate effectively across functional lines and levels.
Contributes to clinical procedures and standards including introduction of “best practices”, necessary
competencies and skills to improve outcomes and maintain high quality of care, improve efficiency, and in
consideration of clinician satisfaction.
Champions change, innovation and continuous cycles of improvement while maintaining strong relationships
and alignment with business partners and stakeholders.
Maintains focus on using technology to create efficiencies and evidenced based findings.
Monitors organizational outcomes against external comparative databases, evidence-based knowledge, and
industry best practice. Develops and executes immediate, near term and long-term initiatives in response to
trends and outcomes. Advises leadership on trends and progress on associated responsive plans.
Support and adherence to organizational data governance procedures; ensure alignment on use and disclosure
of data and establishes processes as needed for new and/or revised initiatives.
Chairs and/or serves on OCH Committees which support evaluation of new products, therapies, and service
offerings and which assess expansion of clinical offerings and/or business growth including but not limited to
the Clinical Review Board, Clinical Trials Committee, Academic Research Committee.
Develops and mentors staff through on-boarding, open communication, training and development opportunities and performance management processes; builds and maintains employee morale and motivation, fosters a diverse and inclusive workplace.

Basic Education and/or Experience Requirements
Ten years of progressive healthcare delivery leadership experience with direct oversight of clinical
transformation, quality performance and/or patient outcomes improvement (Licensed Clinician preferred).
Proven experience developing and scaling clinical transformation. At least five (5) years senior leadership
experience in VP or higher role in fast paced dynamic environment. Five (5) years health informatics
experience. (preferred)
Master’s degree required; advanced degree preferred (PhD, DNP, etc.)
Solid understanding of the healthcare landscape, current trends, competitive forces, and regulations impacting
the marketplace.
Proven transformative leadership experience developing strategic quality, safety, and patient outcome
improvement initiatives which align with business goals, timelines and budget.
Ability to translate clinical and professional service opportunities into tangible revenue growth and value
Proven change management leadership experience related to quality, safety, and improved patient outcomes.
Excellent communication, presentation, and organizational skills; demonstrated flexibility and ability to work
with and engage all levels of an organization.
Proven experience collaborating with internal and external resources to develop strategies that meet
organization goals.
Proficiency in identifying operational issues, recommending, and implementing strategies to resolve problems
inclusive of short-term tactical actions and long-term strategic plans.
Successful history of implementing large, national scale projects with ability to structure, format and lead small
to large multi-disciplinary project teams to achieve objectives; proven ability to keep projects on track and
moving towards goals
Proficient influencing skills with established success garnering support of executive level decision-makers and
front line staff
Exceptional analytic skills. Demonstrated quantitative skills.
Demonstrated financial acumen; experience leading revenue generating teams and managing a P&L preferred.
Basic Qualifications
Excellent verbal and written communication skills. Superior presentation skills. Seasoned ability to clearly and
effectively present ideas and reports to internal and external stakeholders as well as Board of Directors.
Demonstrated excellence in written reports, business correspondence, and procedure manuals. Ability to
effectively respond to questions from groups, executive leaders, and external parties.
Excellent analytical, problem-solving and strategic thinking skills. Demonstrated ability to track and trend data.
Ability to read, analyze, and interpret business information, technical procedures, and/or regulations and
translate into tactical plans.
Ability to manage, guide and lead national organizations through change management and transformative
processes.
Advanced computer skills with proficiency in Microsoft Office applications including spreadsheets (Excel), PowerPoint and Word, Power BI databases, Teams platforms.
Proven leadership and supervisory skills. Ability to build a lead a team of employees to develop and achieve
specific goals
Travel Requirements: (if required)
Willing to travel up to 25% of the time for business purposes (within state and out of state).
Preferred Qualifications & Interests (PQIs)
Participation in professional organizations related to healthcare, risk management or quality management.
Due to state pay transparency laws, the full range for the position is below:
Salary to be determined by the applicant's education, experience, knowledge, skills, and abilities, as well as internal equity and alignment with market data.
Pay Range is $180,599.08-$301,005.81
