Summary You will serve as a SUPERVISORY IT SPECIALIST (SYSANALYSIS/CUSTSPT) in the Telecom and Support Services Section (Code 109.35) of PSNS and IMF. The Secretary of Defense has ordered a department-wide hiring freeze subject to certain limited exceptions. This position is subject to the DoD hiring freeze. Responsibilities You will serve command customers on various IT issues related to commercial off-the-shelf (COTS) involving computer systems analysis. You will analyze subject matter process or problems and the design of systems for the accomplishment of work through application of computer technology practices and processes to improve efficiency and effectiveness. You will exercise technical and administrative direction, supervision, and related managerial responsibilities of subordinate staff engaged in support and technical issues relating to systems analysis, telecommunication, and COTS functions. You will apply configuration management disciplines to formally document and control the functional and physical characteristics of a system, network, or product during its life cycle. You will provide technical services in cost estimating, technical specifications, and benchmarking. You will develop tools, processes, and metrics to improve services and optimize staff performance. You will assign regular and special workload/projects to subordinate employees ensuring that requirements are understood; as well as establish operating guidelines for Branch functions. You will interview candidates, recommend promotions or reassignments, hear and resolve complaints, identify developmental and training needs, develop performance standards, and find ways to improve production or increase the quality of work. You will perform functions to include the facilitation, identification and implementation of continuous process improvement initiatives in support of high priority projects and conduct on-going analysis of present and future capabilities. You will establish operating policies and objectives for the effective accomplishment of the Branch's functions and Department’s mission. You will serve as a project manager in carrying out one-of-a-kind efforts and the results of the work contain findings and recommendations of major significance to top management and often serve as the basis for programs. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing, designing, and developing IT systems and applications to coordinate, implement, and improve customer support, tools, processes and/or technical services to ensure program efficiency and effectiveness and organizational goals and project requirements are met. In addition, your experience must reflect skill in the following areas: I have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: the responsibility of the initiation, coordination, acquisition, acceptance, integration, testing, evaluation, security compliance, programming and management of all range network and IT systems along with range software application development and sustainment efforts. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: provides technical management advice, services, and liaison services. providing expert technical support to customers regarding critical and complex network and software development/sustainment issues. Plans and delivers customer support services including installation, configuration, troubleshooting and training. Serves as the principal technical authority and lead specialist with responsibility to ensure effective, economical, and advanced technical management of customer networking requirements. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Provides advice and guidance with recommendations when required to the Commander, Technical Director, Department and Division Heads concerning policies, plans, concepts, and principles of IT systems integration, range application software development and sustainment, and guidance relative to programs, systems, and practices for increased efficiency and economy of range operations. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: managing the range improvement and modernization projects software development, range infrastructure sustainment requirements within the overall command context, and intermediate/long range planning.
