Title: DIR., FACILITIES PLANNING & PROGRAMMING Location: United States-Virginia-Virginia Beach Job Number: 250001W9 Job Summary: The Director of Facilities Planning and Programming serves as the lead for capital investment planning, facility programming, space utilization, and infrastructure decision-making across the Navy Exchange Service Command (NEXCOM). This position develops and implements long-term facility plans aligned with enterprise strategy, ensures effective use of capital resources, and leads multidisciplinary teams of facility planners and financial analysts. The Director plays a critical role in coordinating with internal departments and federal agencies, overseeing the NEXCOM Fleet Vehicle Program, and developing comprehensive facility planning documentation including Basic Facility Requirements (BFRs). Duties and Responsibilities: Strategic Planning & Capital Investment - Develop and implement a long-term, requirements-based capital investment strategy across all NEXCOM business units. - Lead the development, coordination, and approval of the annual and out-year Capital Investment Plan, ensuring alignment with organizational priorities and strategic goals. - Direct business case preparation for major capital projects; evaluate proposals for feasibility, cost-efficiency, ROI, and strategic alignment. - Coordinate the full capital lifecycle: project identification, evaluation, prioritization, executive review, and funding approvals. - Administer and chair monthly Facilities Planning Board meetings to support governance and decision-making. Project Development & Technical Oversight - Oversee the development of architectural and engineering (A/E) Statements of Work for capital projects. Participate in Technical Evaluation Boards (TEBs) for A/E and construction contractor selection as required. - Conduct site investigations and engage NAVFAC and installation planners for master planning and siting analysis. - Prepare conceptual designs, cost estimates, economic analyses, and functional assessments for project planning. - Maintain accountability for total project funding and ensure funds are available prior to release of payment Design Standards & Space Planning - Develop corporate basic facility requirements and space planning criteria for all NEXCOM retail, hospitality, and administrative facilities. - Lead the strategic management and planning of HQ and field office space utilization and real estate allocations. - Coordinate Non-Appropriated Fund (NAF) lease requirements and work with NAVFAC Real Estate to integrate NEXCOM facility needs. Leadership & Program Oversight - Lead, mentor, and supervise a multidisciplinary team including facility planners and financial analysts; guide performance management, succession planning, workload management, project prioritization, and training for the Facilities Planning team. - Oversee the NEXCOM Fleet Vehicle Program, ensuring effective vehicle allocation, lifecycle planning, acquisition, and cost management. - Represent NEXCOM in interagency coordination and as a subject matter expert on capital investment planning and DoD/DoN policies affecting NAF. Data Analytics, Reporting & Compliance - Develop and implement tools and metrics to support capital planning, space allocation, and vehicle fleet management. - Provide high-quality executive-level reporting and briefings on capital plans and investments for senior leadership, DoN/DoD, and Congressional stakeholders. - Ensure readiness for internal and external audits, including post-implementation reviews, by maintaining transparent data systems and documentation practices. - Monitor and evaluate facility condition and configuration data as key inputs to strategic decision-making. Performs other related duties as assigned. The incumbent of this position must file a Financial Disclosure Report (OGE) Form 450. Qualifications: Experience requires as follows: EDUCATION: Bachelor's degree in Engineering, accredited by the Accreditation Board for Engineering and Technology (ABET) or a Bachelor's degree in architecture accredited by the National Architectural Accrediting Board (NAAB). OR a degree in architecture or engineering or related field that included 60 semester hours of course work in architecture/engineering or related disciplines such as: architectural or engineering design; structural technology; properties of materials; methods of construction; construction cost estimating; surveying; and project management. The adequacy of such background must be demonstrated by Professional registration as an engineer or architect. AND SPECIALIZED EXPERIENCE: 7 years of progressively responsible and relevant experience which provided a background in implementing facilities management solutions to complex problems, including: assessing basic facility requirements; planning capital improvement and construction projects; capital program management; property management practices and procedures; capital and expense budgeting; cost-benefit analysis; supervision of human resources. Current registration as a professional engineer or architect by any State, the District of Columbia, Guam, U.S. Virgin Islands, or Puerto Rico required. Job: Professional
