    Description

    Under general supervision of the Information Services Manager, the Evidence Technician is responsible for the processing, storage, maintenance, security and inventory of evidentiary and custodial property under the care of the Police Department.

    Principal Duties

    + Maintain the organization of storage space and receptacles in the evidence room.

    + Handle evidence, including weapons, substances, personal property, etc.

    + Remove, check in and place evidence deposited into lockers by officers into the designated storage areas and maintain detailed data entry records of evidence inventory.

    + Ensure the integrity of each item of evidence by documenting and maintaining chain of custody.

    + Prepare property and evidence for proper disposal in accordance with state, city, or departmental rules and regulations, after final disposition is reached on a case. Includes researching cases and filing court orders.

    + Prepare and submit cases to appropriate laboratories for testing.

    + Communicate with owners of property, to schedule and release eligible items.

    + Appear in criminal court trials on matters relating to evidence (when required) and provide testimony in criminal court cases.

    + Perform Redactions of digital evidence upon request

    + Operate computer software to manage digital media (video, photo and audio) evidence and maintain the department’s Digital Evidence Management System.

    + Respond to and share internal and external requests, including from prosecutor.

    + Stay up to date with current redaction, discovery, and retention law and policy.

    + Respond to and share Open Records requests and Subpoenas.

    + Perform other related duties as assigned.

    Qualifications

    Required: High school diploma or GED equivalent.

     

    Valid Texas driver’s license.

     

    Intermediate level computer skills in the use of word processing, data entry and spreadsheets

     

    Ability to work after hours to handle evidence as required

     

    Ability to act with courtesy, tact, and diplomacy and strictly observe confidentiality rules.

     

    Ability to be detail-oriented and possess excellent oral and written communication skills.

     

    Ability to maintain complex clerical records accurately and efficiently and prepare detailed reports.

     

    Must possess, or be able to quickly acquire, a working knowledge of the Texas Penal Code, Code of Criminal Procedure and other sources of criminal offenses, Texas Public Information Act, the Government Code and NCIC/TCIC entry procedures.

     

    Ability to become proficient in various PC applications and to enter and retrieve data with speed and accuracy.

     

    Ability to pick up heavy boxes or other articles as necessary.

     

    Must not currently be or have been within the last ten (10) years on court-ordered community supervision or probation for any criminal offense of the grade of a Class B misdemeanor or above. May not have been convicted of an offense of the grade of a Class B misdemeanor or above within the last ten (10) years. May not have been, at any time, convicted of a felony offense or any family violence offense.

     

    Preferred: Knowledge of proper handling of various articles of evidence, including weapons, substances, etc. Inventory control experience

    Candidates must be successful in each phase of the selection process.

     

    Candidates may be eliminated or disqualified at any point in the process for failure to meet the criteria set forth by the Police Department.

     

    *A conditional offer of employment will have been made before the drug screen, medical exam and psychological exam are administered.

     

    The expected duration of the application process is 60-90 days. Those successfully completing the selection process will be placed on an eligibility list for 6 months. After 6 months, the applicant must reapply. Applicants who fail to successfully complete any portion of the selection process shall be notified in writing by the Human Resources Department. This notification will include the eligibility date to reapply which will be no sooner than 30 days from the rejection date.
