Description

We are looking for a skilled IT Governance Analyst with legal expertise to join the Virginia Department of Transportation's Information Technology Division in Richmond, Virginia. This Contract position involves providing technical support and legal guidance related to policy development, legislative analysis, and regulatory compliance. The role also includes acting as a liaison with the Office of the Attorney General and supporting leadership during General Assembly sessions. Responsibilities:

• Offer technical guidance in the development and interpretation of legislative and regulatory proposals related to IT procurement and governance.

• Conduct legislative analysis on procurement-related matters and provide detailed reports to leadership.

• Act as the primary liaison with the Office of the Attorney General to address legal issues and coordinate procurement claims.

• Organize legislative briefings and collaborate with governance and procurement program managers on debarment actions.

• Prepare and deliver status updates on legislative impacts to various operational departments.

• Negotiate and mediate disputes, ensuring equitable and diplomatic resolutions in challenging situations.

• Simplify complex legal and technical terms for diverse audiences, fostering effective communication and collaboration.

• Manage multiple concurrent assignments, ensuring timely completion in a fast-paced environment.

Requirements • Extensive knowledge of Virginia's procurement practices and the Virginia Public Procurement Act.

• Proven ability to negotiate, mediate, and resolve disputes diplomatically.

• Strong written and verbal communication skills, with the ability to present complex information clearly.

• Demonstrated experience in planning and managing multiple priorities simultaneously.

• Proficiency in analyzing financial data and generating logical, data-driven reports.

• Educational background or training in Law, Paralegal Studies, Public Policy, Business Management, or a related field.

• Familiarity with legislative processes and governance within state or local agencies.

• Certification as a Virginia Contracting Officer or equivalent is preferred.
