    This position is eligible for teleworking , which is currently one day per week. New hires are eligible to apply 30 days after their effective hire date.

    Position Objective:

    Reporting to the Sr. Director, this position is required to assist in the implementation and coordination of updates to written policies and procedures for the Procurement department. Assist and direct staff in multi-Agency oversight, ensuring policies and procedures capture and reflect a complete and accurate view of the legal and regulatory requirements, as well as MTA standards and all agency procurement guidelines. Reviews Procurement Department activities and helps to ensure they are in accordance with all laws, rules, and regulations. Works with department personnel regarding procurement policies and procedures and their impact on the Procurement function. Manages special projects, including the management of MTA Procurement tracking systems. Manages and assists in the development, collection, and analysis of pertinent data and develops narrative and statistical reports. This position is responsible for taking over the Sr. Director's responsibilities in their absence.

    Responsibilities:

    + Manage and assist in the development and implementation of a framework for effective policy and procedure administration, to include: Developing and promulgating new procurement policies and procedures as needed. Coordinating with subject matter experts to ensure policies and procedures reflect complete and accurate information, using, where applicable, process flow tools and methodologies.

    + Reviews, provides updates, and recommendations to Procurement management on upcoming legislative proposed laws and regulations, and the potential impact to MTA.

    + Manage a robust discipline for periodic review, revision, and approval of policies and procedures by appropriate business leaders.

    + Select, develop, and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for the discipline/termination of employees when necessary. Review the performance of staff. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.

    + Reviews and approves Bonds for MTA Procurement and MTA C&D

    + Provide regular training for MTA Procurement Staff on existing and new Procedures. Provide direction for MTA Procurement Staff on Procedure implementation and adherence.

    + Other duties as assigned

    Required Knowledge/Skills/Abilities:

    + Experience in public procurement practices

    + Project Management skills

    + Knowledge of procurement practices, negotiations, and a basic understanding of legal and contractual procedures.

    + Strong attention to detail.

    + Excellent communication and strong interpersonal skills.

    + Excellent organizational and presentation skills.

    + Demonstrated ability to work with all internal levels within a given organization.

    + Demonstrated ability to work in a high-profile, high-pressure environment effectively.

    + Demonstrated proficiency in Microsoft Office Suite or comparable applications, i.e., Word, Excel, PowerPoint, and Outlook

    Required Education and Experience:

    + Bachelor’s degree in Pre-law, Business Administration, Finance, Public Policy, or a related field, or an equivalent combination of education from an accredited college and experience may be considered in lieu of a degree; and

    + Minimum 7 years of related experience.

    + Experience with Public Procurement Practices and Policy

    + Minimum 2 years in a managerial/supervisory position

    The F ollowing is/are preferred:

    + Preferred law degree

    + Experience in legislative, contract law, and statutory construction

    + Prior experience working in a large, multi-faceted, fast-paced organization or governmental body.

    + Familiarity with the MTA’s policies and procedures.

    + Familiarity with the MTA’s collective bargaining procedures

     

    Other Information

     

    May need to work outside of normal work hours (i.e., evenings and weekends)

     

    Travel may be required to other MTA locations or other external sites .
