    The **Prevailing Wage & Apprenticeship (IRA) Specialist** ensures compliance with federal and state labor regulations related to onshore solar, wind, and battery construction projects funded by the Inflation Reduction Act (IRA). This role will serve as the bridge between internal and external stakeholders as it relates to prevailing wage and apprenticeship compliance – functioning as the primary point of contact and assisting in the development/implementation of compliance policies and procedures.

    Role Responsibilities:

    + Facilitate the gathering and sharing of PWA payroll data, apprenticeship support, and additional documentation from third-party contractors to third-party PWA consultants

    + Assist in closing data gaps, resolving data discrepancies or instances of noncompliance as they arise, and tracking unresolved matters throughout PWA compliance monitoring lifespan

    + Verify that all relevant contractors and subcontractors on each project have been identified and incorporated into the PWA compliance workstream

    + Prepare and/or review weekly and monthly reports summarizing compliance reviews, findings, and key data for stakeholders

    + Actively manage the priorities and deadlines of external stakeholders while considering relevant bottlenecks and limitations that may exist

    + Collect and manage all documentation and deliverables needed to show compliance with PWA requirements across RWE’s portfolio of projects

    + Ensure that all investor due diligence reports and requests are timely and fully addressed as it relates to PWA compliance

    + Ensure that RWE and contractors are satisfying all existing contractual obligations as it relates to PWA. Further, collaborate with legal and procurement teams to improve and align RWE and contractor reporting/contractual obligations

    + Ensure income tax compliance team receives necessary information for required disclosure statements included with tax returns

    + Develop and implement PWA compliance policies, procedures, templates, and instructional materials to ensure regulatory adherence

    + Stay up to date on changes to federal, state, and local labor compliance and prevailing wage regulations, applying updates as needed

    Job Requirements and Experiences:

    + Bachelor’s Degree required

    + Minimum 5 years of experience in payroll compliance management or project management

    + Experience with the Davis-Bacon Act, Inflation Reduction Act, and/or apprenticeship program management

    + Understanding of Inflation Reduction Act labor standards and/or prevailing wage laws preferred

    + Experience developing administrative policies, procedures, and compliance frameworks

    + Demonstrated ability to handle confidential information with the highest level of integrity

    + Strong interpersonal skills, with ability to manage customer relationships

    + Demonstrated desire to learn about the Company and the renewables space

    + Excellent proficiency with Microsoft Office (Excel, Word, PowerPoint, Outlook) and Teams

    + Strong organization skills and ability to coordinate multiple tasks and deliverables

    + Motivated self-starter, goal-oriented, and strong problem-solving abilities

    + Proven ability to empathize, build relationships, and effectively communicate with people from a diverse set of backgrounds

    + Responds well to direction, is easy to challenge and develop, and is coachable

    + Is detail-oriented, has strong business acumen, and a sound understanding of business concepts

    **Pay range:** The annual base salary range for this position in Illinois is $83,000 - $125,000. The listed salary range represents our good faith estimate for this position and represents the range for new hire salaries across all U.S locations. Please note that the salary information is a general guideline only. RWE considers factors such as (but not limited to) scope and responsibilities of the position, candidate’s education & work experience, training & certifications, and key skills as well as market and business considerations at the time of the offer.
