    Job Description

    THE SELECTED CANDIDATE WILL BE OFFERED A SALARY OF $64,059.

     

    THIS POSITION IS ONLY OPEN TO CANDIDATES WHO ARE PERMANENT (NOT PROVISIONAL) IN THE CIVIL SERVICE TITLE OF CHILD PROTECTIVE SPECIALIST.

     

    The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services, and provides subsidized child care vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement and programs for youth in the community.

     

    The Division of Policy, Planning and Measurement (PPM) collaborates with every ACS division to guide systems analysis and strategic systems improvement; assure quality of practice at ACS and its provider agencies; professionalize the frontline workforce; bring knowledge into practice; provide research and analytic support; and plan and develop new programs and policies.

     

    The Training Unit provides frontline staff with the values, skills, and knowledge necessary to support Child Welfare and Juvenile Justice cases, primarily through core trainings provided by the James Satterwhite Academy. Reporting to the Training Supervisor, the Child Welfare Trainer will be devoted primarily to providing child welfare staff with skills and knowledge of quality child welfare practice.

     

    The trainer will ensure efficient and effective daily operation by providing and facilitating administrative, education and supportive services to new and seasoned staff. The Training Department delivers foundation and in-service training dictated by a training plan created each fiscal year.

    Duties and responsibilities will include the following:

    - Provide support to DCP/DYFJ Provider partners and external consultants to assure good communication and the timeliness of deliverables.

     

    - Provide training for frontline staff and supervisors.

     

    - Supervising and coaching of new and seasoned child welfare staff.

     

    - Provide expertise in competences for child welfare practice and the ability to collaborate in all aspects of the training departments work, including scheduling, administrative tasks, and quality improvement.

     

    - Understands and has significant experience in training various components of the CPS Practice Core Training Program.

     

    - Possess professional training and platform skills.

     

    - Being able to model skills and provide evaluative and developmental feedback to participants.

     

    - Work closely with ACS’s Division of Child Protection and our providers to develop, coordinate, and implement training for frontline staff and supervisors.

     

    - Participate in assignments as needed and attend trainings and meetings as indicated.

    CHILD PROTECTIVE SPECIALIST (C - 52366

    Qualifications

    1. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional, or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA) including or supplemented by 24 semester credits in one or a combination of the following fields: social work, psychology, sociology, human services, criminal justice, education (including early childhood), nursing, or cultural anthropology, at least 12 of which must have been in one of these disciplines.

     

    Additional Information: Section 424-a of the New York State Social Services Law requires an authorized agency to inquire whether a candidate for employment with child-care responsibilities is or has been the subject of an indicated child abuse and maltreatment report on file with the Statewide Central Register for child abuse

     

    and maltreatment. Statewide Central Register screening will be conducted prior to considering a candidate for employment as a Child Protective Specialist. Candidates who have been the subject of an indicated child abuse and maltreatment report may be disqualified from appointment to this position.

    Requirements for Assignment Level II

    a. Upon satisfactory completion of six months of training and experience at Assignment Level I, an employee shall be assigned to Assignment Level II.

    b. Upon completion of one year of satisfactory experience at Assignment Level II of Child Protective Specialist and satisfactory completion of the probationary period an employee shall receive no less than the minimum salary after 18 months in title.

    c. To be appointed directly to Assignment Level II, a candidate must have, in addition to meeting the minimum qualification requirements set forth above, one year of satisfactory child protective casework experience.
