Compliance and Risk Services (CRS) serves the University, its mission, and its community by providing enterprise-wide leadership and professional expertise and services relating to key compliance areas and risk management.
Under the direction of the Title VI Coordinator within CRS Civil Rights Compliance Office, the **Manager of Healthcare Civil Rights Compliance** is responsible for coordinating and implementing strategic and operational plans in collaboration with UW Hospitals and Clinics, School of Medicine, and other healthcare settings within the University such as the School of Dentistry and Husky Health Center to ensure compliance with Title VI, Title VII, Title IX, ADA, Section 1557 of the Affordable Care Act, and related laws and regulations. This role coordinates between and among the Civil Rights Compliance staff, UW Medicine leadership and staff, other senior leadership at the University, and various departments to ensure a supportive, equitable, and compliant environment for patients, employees, and students. The Manager provides guidance on regulatory requirements, leads or contributes to policy development, and assists in developing, delivering and updating training and communications content. The Manager ensures systems and processes are in place to facilitate necessary notification to, collaboration with, and oversight from the Civil Rights Compliance Office regarding reports, complaints, training, and related activities.
**DUTIES AND RESPONSIBILITIES** Compliance and Strategic Integration
• Lead strategic initiatives to enhance civil rights compliance in daily operations and long-range planning across UW Medicine and other University healthcare settings
• Develop and implement strategies to support compliance with Title VI, Title VII, Title IX, ADA, ACA Section 1557, and related laws and regulations
• Review and recommend revisions to policies, procedures, and practices to enhance compliance and foster continuous improvement
• Support system-wide accountability by providing expert guidance on civil rights compliance efforts across departments
• Contribute to the operation and evolution of the UW Medicine Bias Reporting Tool, including assessing reports and advising on responsive processes
• Serve as an advisor and subject matter expert to senior leaders on emerging legal, regulatory, and compliance issues
• Monitor and interpret developments in relevant laws, case law, and regulatory guidance, ensuring alignment with best practices
• Offer consultation on complex civil rights matters within medical and healthcare contexts, serving as a key point of contact for expert input
• Foster collaborative partnerships across UW Medicine and with peer institutions to align efforts and share knowledge
• Operate effectively in a matrixed environment, influencing and supporting compliance activities across multiple organizational structures
Program Development and Management
• Lead and support the development, enhancement, implementation, effective coordination, and evaluation of civil rights and Title IX compliance initiatives across UW Medicine and other UW healthcare settings
• Develop, coordinate, and enhance systems that ensure consistent reporting, assessment, formal and informal response, and documentation related to civil rights and Title IX compliance
• Ensure relevant reports are reviewed by Civil Rights Compliance and that appropriate responses occur in alignment with legal requirements and established protocols
• Coordinate with offices receiving reports such as the Bias Response Teams, Clinical Risk Management, and Human Resources to ensure all reports implicating civil rights and Title IX are reviewed and addressed in a timely manner
• Coordinate with Civil Rights Compliance Office’s Intake & Support and Investigation teams, in collaboration with UW Medicine and healthcare personnel, to ensure timely and appropriate responses to reports involving patients, employees, and students, while safeguarding the rights and interests of all parties involved
• Develop and refine systems to ensure civil rights and Title IX compliance are fully integrated into harm prevention protocols, as well as the immediate assessment and triage of potential health and safety concerns and reports
• Consult with Title VI/IX Coordinators, legal counsel, and leadership on complex reports and institutional impacts
• Develop and enhance structured informal response pathways to address concerns promptly and effectively collaborate with UW Medicine HR, Bias Response Teams, Clinical Risk Management, the School of Medicine, and other partners to strengthen these mechanisms as effective tools for early resolution
• Support and advise on complaint resolution processes involving employees and patients that implicate civil rights or Title IX
• Create and implement internal compliance measures and reports for leadership and external agencies, tracking progress on civil rights initiatives and legal obligations related to Title VI, VII, IX, ADA, ACA Section 1557, and related laws within UW Medicine and healthcare settings within the University
• Monitor the alignment of policies and procedures with federal, state, and case laws
• Identify gaps and support policy and protocol updates to reflect evolving compliance standards
• Regularly review data and reports to help prevent, identify, and address possible hostile environment concerns
• Assist in the publication of quarterly data and annual reports inclusive of a wide range of Civil Rights Compliance activities and initiatives
• Identify and address barriers to reporting discrimination, harassment, and sexual misconduct
• Provide consultation to UW Medicine HR and leadership on the intersection of institutional policies, labor agreements, and civil rights law
Training and Education
• Support the development and delivery of civil rights-related education and outreach efforts across UW Medicine and other UW healthcare settings
• Assist in the design and delivery of training programs for UW Medicine and other healthcare personnel, incorporating content related to Title VI, Title VII, Title IX, ADA, ACA Section 1557, and other applicable civil rights laws and regulations
• Contribute to the development of patient-facing communications and educational materials, ensuring content reflects key civil rights protections under Title VI, Title VII, Title IX, ADA, ACA Section 1557, and related laws
• Support system-wide education and prevention initiatives that address discrimination, harassment, and sexual misconduct, with a focus on clinical and healthcare-specific contexts
Administration and Assessment
• Serve as the primary point of contact for central reporting activities and procedures for UW Medicine and other healthcare settings
• Assist the Civil Rights Compliance leadership team in monitoring or facilitating the monitoring of various compliance measures and priorities within UW Medicine and related healthcare settings
• Maintain records as necessary relating to compliance coordination
• Lead or serve on committees and task forces as assigned
• Other duties as assigned
Lead Responsibilities
• Ensure compliance with Title VI, Title VII, Title IX, ADA, ACA Section 1557, and related laws within UW Medicine and other healthcare settings within the University of Washington
MINIMUM REQUIREMENTS
• Bachelor's degree and 5 years or more of progressively responsible professional experience and demonstrated success working in an administrative, human resources, or client services role in a healthcare or compliance-focused setting
Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.** **ADDITIONAL REQUIREMENTS
• Knowledge of federal and state laws, regulations, and case law relating to discrimination, harassment, and sexual misconduct in educational, employment and/or healthcare settings
• Experience interacting with clients (students, frontline employees, patients, or members of the public) on sensitive and complex issues
• Demonstrated ability to interact with diverse populations using culturally competent approaches and with sensitivity to individual lived experiences
• Experience managing projects with attention to organization, timelines, and data-informed decision-making
• Exceptional written and verbal communication skills
• Ability to build rapport, engage in active listening, and foster trust in relationships
• Sound judgment, discretion in handling confidential and sensitive matters, and a commitment to ethical practice
DESIRED QUALIFICATIONS
• Knowledge of best practices and methodologies for addressing reports of discrimination, harassment, and sexual misconduct
• Experience conducting or overseeing complaint processes to ensure neutral intake, supportive measures, fair resolution, and appropriate remedies
• Experience navigating labor relations in unionized environments, with an understanding of collective bargaining agreements and their intersections with institutional policies and civil rights obligations
• Familiarity with regulations, policies, and external mandates that govern responses to alleged healthcare provider misconduct, including patient grievance protocols and medical staff bylaws
• Understanding of the regulatory and compliance landscape for higher education, including federal oversight and reporting obligations
• Skilled in developing and guiding education and outreach efforts for a range of audiences, including senior leadership
• Familiarity with operations of academic health centers, student health centers, and health professional schools
• Skilled in trauma-informed approaches, including communication and investigation techniques
• Experience designing, implementing, and sustaining new initiatives
• Effective project management skills, with a focus on coordination, execution, and collaboration across teams
