Job Description

Turner & Townsend Heery is seeking a seasoned Construction Manager to serve as its on-site representative during the construction of a new ground-up housing wing at an existing correctional center. This role requires daily coordination with the CMAR, A/E teams, and custody staff to ensure safe, compliant, and uninterrupted operations throughout the build.

Key Responsibilities:

+ Serve as the County’s field representative, monitoring contractor performance and compliance with design documents, codes, and specifications.

+ Oversee daily construction operations adjacent to an active detention center, ensuring adherence to security, access, and logistics protocols.

+ Track RFIs, submittals, change orders, and field issues, and coordinate resolutions in real time.

+ Support quality assurance/quality control (QA/QC), third-party inspections, testing, and safety compliance.

+ Chair field meetings, maintain daily logs, and manage construction documentation.

+ Assist in commissioning, punch list, and closeout coordination.

+ SOX control responsibilities may be part of this role, which are to be adhered to where applicable.

Qualifications

+ Bachelor’s degree in Construction Management, Architecture, Engineering, or other related degree.

+ 8+ years of experience managing vertical construction projects, including at least one $25M+ ground-up public facility.

+ Familiarity with construction in secure, operational environments.

+ Experience with CMAR and/or JOC delivery methods.

Preferred Qualifications:

+ 5+ years of public-sector experience, preferably in correctional or institutional construction.

+ California PE, Architect, or CCM.

+ DBIA Certification a plus.

+ Knowledge of detention facility requirements including perimeter security, MEP coordination, and life-safety systems.

Additional Information

The salary range for this full-time role is** **$135K-$165k** **per year. Ranges are determined by role and level and represent a good faith effort to provide a fair and equitable salary. This range is a reflection of base salary only, not of a total compensation package.  Please note Turner & Townsend reserves the right to pay more or less than the posted range, depending on candidate’s experience and qualifications.
