    We are currently seeking a **Project Compliance Support Manager** supporting the Red Line Expansion (RLE) project in Chicago, IL.

    RESPONSIBILITIES

    + Propose, develop, & implement processes & systems to ensure labor compliance for the entire project. Recommend and implement corrective course of action, where necessary, to ensure compliance with applicable law.

    + Oversee or conduct internal project compliance reviews to ensure compliance with federal, state, and local laws, including review of relevant wage determination(s) and certified payroll to ensure Company and its subcontractors are in compliance with applicable prevailing wage regulations

    + Assist with attaining and maintaining a diverse workforce, including organization of outreach and recruitments events and documentation of these efforts. Manage consultants and service contractors that perform hiring outreach on behalf of the Company

    + Serve as point of contact to elevate subcontractor non-compliance to Project Management team.

    + Maintain communication & collaborate with different internal departments (including Accounting) regarding subcontractor compliance.

    + If needed, assist the Regional Ethics & Compliance Officer in any investigations of harassment or discrimination complaints.

    + Compile data and report on hiring and employment goals.

    + Serve as project liaison to client’s diversity department, including attending meetings and providing reports or statistics, as needed. Work with project team to complete required DBE documentation for submission to the owner and to ensure project’s compliance with the Company’s DBE Compliance Program and project DBE requirements.

    + Manage project compliance with Project Labor Agreement (PLA), including subcontractors’ compliance with PLA.

    + Attend project meetings, as necessary, to provide updated compliance information to subcontractors

    + May supervise Project Compliance staff and oversee the compliance-related responsibilities of the Project consultants. Assist, guide, and train them as needed.

    Human Resources Responsibilities:

    + Maintain and collect project-level employee records, timesheets, and personnel documentation.

    + Support recruitment, hiring, and termination processes in coordination with respective JV corporate HR.

    + Monitor compliance with HR policies and project-specific workforce goals (e.g., local hires, union labor).

    + Provide first-line support for employee relations issues and escalate when needed to JV team accordingly.

    EEO Compliance Responsibilities:

    + Tracking of hiring, promotion, terminations at jobsite. Ensure required policies and posters are displayed and disseminated to employees.

    + Monitor and report on workforce goals, EEO, and other federal action goals.

    + Track workforce data by trade, zip code, gender, and ethnicity as required by project or public agency guidelines.

    + Ensure jobsite postings, trainings, and reporting adhere to federal, state, and local labor laws.

    + Assist with audits and regulatory inspections related to EEO and workforce hiring compliance.

    Onboarding Responsibilities:

    + Coordinate all onboarding activities for new hires and field personnel

    + Conduct orientation sessions covering safety, site logistics, and HR/EEO expectations.

    + Distribute and collect required employment and safety documentation (e.g., badges, waivers, handbooks).

    + Ensure new hires are familiar with team leads, receive necessary access, process manuals specific to job position.

    QUALIFICATIONS

    + Bachelor’s Degree preferred or equivalent experience in project compliance, HR or Legal

    + 5+ years of HR and Legal experience

    + Prior working experience or familiarity with the construction or public transportation industry is a plus

    + Must be able to communicate effectively both verbally and in writing with employees at all levels.

    + Conduct investigations, identify and evaluate problems, and analyze facts.

    + Identify, interpret, and analyze discrepancies in relevant records and documents

    + Understand, interpret, and apply laws, rules, and procedures related to the Company’s compliance obligations under relevant federal, state, and local law.

    + Salary Range: $70,000 - $95,000/Yr.

The base pay range is subject to change and may be modified in the future. This role may also be eligible for a bonus and other benefits.
