    Summary

    The Principal Estimator has broad authority for the decision - making, staffing, and budget for the estimator 's functional area of responsibility, subject to approval regarding the most significant business and policy issues by the Chief estimator and VP of Program Controls . The incumbent has decision-making authority in consultation with the chief estimator and VP over the estimator 's functional area of responsibility within well-defined, somewhat diversified procedures and precedents. Provides input into overall strategy and approach as needed and under the auspices of the chief estimator and VP Program Controls.

    Responsibilities

    Prepare, review, and oversee estimates , including material, labor, equipment, and complete pricing , including detailed take-offs , with the proper level of detail for all design stages, such as conceptual, schematic design, design development, and construction documents .

     

    Analyze documents, drawings , and projects to determine which factors may influence project cost or potential risk .

     

    Provide continuous evaluations of estimates to determine the potential risk, environmental impact, financial reductions , or budget cuts that may negatively impact the completion of the project to ensure it remains on time and within budget.

     

    Work and coordinate with various technical leads, understood the scope of work documents and interpreted drawings and sequence of work with architects and engineers to develop a clear understanding of project scope during estimate preparation.

     

    Obtain accurate and up -to- date pricing information from databases, contractors, and suppliers to utilize in estimates.

     

    Review and finalize estimated unit cost pricing to reflect current market conditions and specific project logistics.

     

    Review historic benchmark cost information and highlight variances.

     

    Prepare in-house bid estimates and negotiate with the cont ra ctors, consultants and engineering firms .

     

    Develop independent change order estimates and a ssist in claim analysis.

     

    Track and forecast price escalation in the NY region for material, labor , etc. Provide guidance about escalation to be adopted for long-term projects .

     

    Supervises the development of conceptual and feasibility cost model estimates utilizing historic benchmarking information and industry experience to develop complete early-stage cost estimate forecasting.

     

    Provide training and development to junior and entry - level estimators.

     

    Education and Experience

     

    Bachelor ' s degree in Engineering, Finance, Statistics, Mathematics, Construction or Project Management, Business Administration, or a related field.

     

    Must have a minimum of sixteen (1 6 ) years of related experience .

     

    Must includ e at least ten ( 10 ) years in a management or supervisory role and/or project manager role in a large, multi-faceted organization.

     

    ASPE or Associate Estimating Professional Certification is desirable.

     

    Alternative Delivery experience preferred.

     

    Excellent communication and interpersonal skills.

     

    Must possess excellent team - building , listening, problem - solving, and prioritization skills.

     

    Knowledge of construction practices, techniques, and equipment.

     

    Familiarity with analyzing requirement data to develop material and cost estimates for large projects.

     

    Familiarity with FTA ' s Cost esti m ating procedures , including the development of estimates in SCC format.

     

    Proficiency in data analysis.

     

    Ability to read and interpret technical documents.

     

    Proficient computer skills (i.e., Windows environment, Microsoft Office, and other estimating tools are desirable) and strong business administrative skills (i.e. , presentations, report and letter writing, time management, etc.).

    Pursuant to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the "Commission").
