The Washington National Primate Center has an outstanding opportunity for a Grants And Contracts Manager/Specialist.** **Position Purpose:
To provide essential pre- and post-award research administration and grant reporting support to the Washington National Primate Research Center, including significant support for Core Scientists with primary affiliations at external institutions, such as Fred Hutchinson Cancer Center.
Position Complexities:
Multi-faceted and complex role involving grants management and business management, including interaction with sponsors, direct interaction with WaNPRC Core and Affiliate Scientists, including the Director, and teams located throughout the UW/SCCA/FHCC consortium and beyond.
Position Dimensions and Impact to the University:
Dimensions of this position are research grants management, reporting, and risk management.
POSITION RESPONSIBILITIES** **Duties & Responsibilities:
75% - Pre- and post-award management of grant and contract proposals submitted to and awarded by the National Institutes of Health, non-profit private foundations, subawards from outside institutions, and commercial research agreements and grant reporting
• Manage the pre-award process, work flow, and deadlines.
• Develop and prepare budgets, graphs, figures, and other administrative sections of highly complex proposals for grants and contracts based on knowledge of sponsor requirements and program objectives. This position is the department’s subject matter expert for research proposals submitted to government sponsors such as the National Institutes of Health (NIH), which have demanding requirements but whose sponsorship is critical to the overall health of WaNPRC. These proposals often have complex requirements, frequent updates or revisions, and short timeframes for response.
• Oversee and manage the proposal submission, ensuring all documents are appropriately prepared and ready for submission.
• Oversee and manage complex proposals submissions, such as P51, C06, and U42 type grants.
• Participate in drafting proposal and reporting documents.
• Provide pre-award oversight and expertise in planning, application preparation and submission for grants, contracts, and subcontracts.
• Collaborate with PIs and others to develop budgets for proposals.
• Check for compliance with animal use and conflict of interests.
• Provide advice and interpretation of funding agencies regulations as well as UW policies and procedures to Principal Investigators and other project personnel.
• Ensure compliance with federal, state and UW policies, procedures and regulations.
• Facilitate the review and processing of Non-Disclosure Agreements (NDAs) and other non-funded collaborative research agreements.
• Research new funding sources and opportunities for external funding.
• Proactively and independently identify concerns and resolve issues.
• Manage, prepare, and submit grant renewals within prescribed deadlines.
• Monitor renewal dates and communicates with fiscal staff.
• Prepare complex budgets, other support, publications, and other reports.
• Provide monthly and quarterly reports that include spending analysis, forecast future needs, and communicate status and progress of personnel, travel, equipment, research sub-awards, and other spending activities. Create ad hoc reports as requested.
• Maintain a current-state understanding of each principal investigator’s portfolio of funded awards, and proactively advise how a PI may optimize their project timelines, deliverables, and budgets. Manage and work with sub-recipients/subcontracts to ensure that proposal requirements and timelines are met. Answer questions and provide guidance of a similar nature as provided to the UW PI.
• Subaward management including assisting PIs with coordination of subaward documentation at proposal stage and subaward monitoring at award stage.
• Utilize eRA Commons/NIH Commonsplus, SAGE, SAGE Budget, Award Portal, Workday, and other administrative systems related to the submission of proposals and progress reports and management of post-award.
• Communicate with OSP, GCA, and sponsor representatives on a regular basis to respond to inquiries related to the grant proposals; respond to funding inquiries; advise on questions related to funding allocations for the research group.
• Establish costing allocations in coordination with fiscal staff upon award.
• Perform award set ups and modifications in SAGE.
• Work collaboratively with fiscal staff upon receipt of new awards.
• WaNPRC SAGE Reviewer for all proposals which involve WaNPRC animals, facilities, or resources for compliance.
• Ensure compliance with Employee Compensation Compliance (ECC) reporting requirements, including ECC review in coordination with fiscal staff.
15% - Quality Assurance
• Evaluate each proposal to proactively identify and address aspects which could result in administrative delay or rejection at WaNPRC, UW, or the sponsor. Conduct a thorough quality control review of all proposals to ensure each application is meeting sponsor/proposal requirements and department policies before being routed in SAGE for campus review.
• Collaborate with other staff on the development of improvement in departmental processes, tools, and communication to further enhance the service provided to PIs.
• Work with the Department Head to implement process improvements.
10% - Administrative Responsibilities
• Enhance or develop policies and procedures for pre- and post-award administrative functions that result in streamlined processes and increased efficiencies.
• Serve as a content expert and resource for faculty, and other staff members regarding grant and contract proposals, post-award management and compliance.
• Enhance or develop systems and tools to provide regular updates to faculty and department leadership regarding changes in federal and university research directives, as well as changes to departmental procedures.
• Collaborate and work closely with other grants, contracts and fiscal staff members across WaNPRC to provide training and back-up when needed. Serve as mentor and “go to” advisor for research administration topics.
• Attend and participate in All Staff and Monthly Research Administration Meetings.
• Attend Training for UW systems (MyFD, SAGE, SAGE, etc.)
• Assist with periodic organization and logistical support of occasional onsite meetings
Lead Responsibilities:
Sole administrative person responsible for proposals and submissions from WaNPRC. Will have frequent and direct interactions with others in and outside of the Primate Center, including funding agencies and members of PIs’ research teams. Sole SAGE Reviewer for all proposals involving WaNPRC personnel, animals, facilities, or resources.
Required Qualifications:
• Bachelor’s Degree in business, finance, public administration or equivalent
• Two to Three years’ experience preparing and managing grants and contracts and working in a research organization, a university/medical school setting, or other complex non-profit organization.
• Proficient in use of Microsoft Excel and Word.
• Proficient in fiscal and budgetary management.
• Excellent written and oral English language skills and the ability to communicate effectively with personnel from a variety of levels inside and outside the organization
Desired Qualifications:
• CRA or CPRA
• Strong organizational and problem-solving skills and the ability to manage competing priorities.
• The ability to work independently, soliciting direction or assistance from the Associate Director as required
• Ability to prioritize, set firm deadlines, and handle multiple tasks on a frequent basis
• Ability to thrive in a fast-paced environment that often requires responding to deadlines with short lead times
• Ability to periodically work outside of normal business hours (including weekends) to meet deadlines
