This position provides strategic leadership and operational oversight for a team of data professionals in the Department of Human Services (DHS) Office of Inspector General’s (OIG) Analytics and Insights unit. The incumbent assures that data-driven insights promote the health, safety, and well-being of children and vulnerable adults.
The incumbent will –
+ **Develop and** **Implement Processes** : Establish and maintain a scalable, efficient business structure, operational processes, and staff resources to support a high-performing data analytics team.
+ **Manage Team Performance** : Lead and mentor a multidisciplinary team of data professionals, ensuring their work aligns with the strategic objectives of the OIG and DHS while fostering a culture of innovation and accountability.
+ **Provide Expert Direction** : Oversee and guide research, database design/development, data governance, and management activities to support OIG, state, and federal objectives, ensuring the application of rigorous analytic techniques and evidence-based decision-making.
+ **Technical Consultation** : Serve as a trusted technical advisor to OIG leadership, providing expertise on statistical methods, cost and payment analysis, research methodologies, and emerging analytics tools and technologies.
Minimum Qualifications

Demonstrated leadership experience*
*Leadership experience can include:
+ Experience as a supervisor, lead worker, team lead, project lead;
+ Completion of a State of Minnesota leadership program (e.g. ELI, L4);
+ A paid/unpaid position leading a program or chairing a committee (e.g. ERG) - experience must include:
+ 1+ year of experience identifying issues, goals and strategic actions
+ 100+ hours per year time commitment
AND
Four (4) years of work experience demonstrating the following:
+ Managing and prioritizing analytical resources and data projects.
+ Experience in data analytics, statistical analysis, data transformation, and/or data visualization.
+ Experience developing team processes, procedures, or data governance practices.
+ Proficiency in data analysis tools and programing languages like SQL, SAS, R, Python, Databricks, Teradata, Oracle, Tableau, Alteryx, or Bi Query.
Preferred Qualifications
+ Knowledge of DHS Office of Inspector General (OIG) programs and divisions; OIG’s mission, values, and activities.
+ Understanding of data privacy laws and rules such as the Minnesota Government Data Practices Act and the Health Insurance Portability and Accountability Act (HIPAA).
+ Knowledge of complex government processes, federal-state-county connections, system/business infrastructure design concepts, and fiscal responsibility and accountability methods.
+ Experience in most of the following applications/data systems: MMIS, MAXIS, MEC2, LIS/ELMS, DEED, case tracking applications, NetStudy 2.0, and SSIS.
+ Experience using software as a service and cloud solutions like Salesforce, Databricks, Azure data factory, dbt, and Fivetran.
+ Communicate clearly, effectively, and persuasively in writing, at meetings, and in public speaking.
+ Variety of experiences working effectively with others from different backgrounds and cultures.
