Description
Under the general supervision of the Community Development Administrator, the Community Development Analyst assists with the development, implementation, oversight and reporting on local, state, and federally funded community development programs, projects, and activities.
Principal Duties
+ Actively participate in the design, development, implementation, and refinement of departmental projects, programs and activities.
+ Conduct research on proposed projects and activities to determine eligibility and compliance with local, state, and federal regulations.
+ Assist with project management for approved projects and activities and perform a variety of duties associated with affordable housing and commercial construction and rehabilitation projects and activities, including but not limited to, assisting with and/or performing the following: inspecting potential projects to determine scope of project and estimated costs; performing on-site field inspections of ongoing construction activities for compliance with scope and completeness according to contract requirements; interviewing contractors during constructed projects to assess job duties and for federal wage requirements; and completing other compliance property inspections as required.
+ Assist with preparation and maintenance of community development program and project budgets in accordance with local, state, and federal requirements. Monitor expenditure rates and overall efficacy for approved projects, programs and activities to ensure compliance with expenditure procedures and requirements.
+ Oversee the preparation of monthly, quarterly and annual reports and/or plans as required by the city, state and/or federal entities. Maintain documentation related to current and revised grant requirements to ensure compliance with local, state, and federal statutes.
+ Research and identify alternative funding sources for community development activities and assist in the preparation of the necessary applications. Assist stakeholders and partner agencies in the search for alternative funding resources and inform them of other potential funds.
+ Serve as a point of contact for community stakeholders seeking to address issues related to housing, reinvestment, neighborhood integrity, economic opportunity, quality of life and health and human service needs of the residents of College Station. Interview applicants for assistance programs, to include, going on-site to the residence and/or property, as needed.
+ Assist in public relations efforts for community development projects, programs and activities. Develop and coordinate public notices and advertisements concerning various aspects of the programs and projects, including organizing public hearings and special events.
+ Perform other duties as assigned.
Qualifications
Required:
Bachelor’s Degree in Urban Planning, Economic Development, Geography, Political Science, Public Administration or a related field and two (2) years applicable job experience in a related field or, an equivalent combination of education and experience
Valid Texas driver’s license
Knowledge of municipal administrative, management, and budgeting techniques and procedures
Knowledge of economic and community development programming initiatives and activities
Demonstrated knowledge of Geographic Information Systems (GIS) and other advanced mapping research and analytical tools
Advanced knowledge of current qualitative and quantitative research applications, tools, and methodologies
Knowledge and practical experience in building and maintaining effective public relations and working relationships with community groups and agencies, private businesses and firms, public institutions and other levels of government
Preferred:
Master’s Degree in Urban Planning, Economic Development, Geography, Political Science, Public Administration, or a related field
