    Position Statement

    The Human Resource & Learning Specialist will assist the Head of Human Resources and the Head of Learning with daily and complex, specialized tasks of the Human Resource (HR) and Learning departments. These tasks may be related to related to the maintenance of the HRIS & Learning systems, compliance, the administration of HR & Learning Programs, the enforcement of Agency policies and practices, employee communications, and data analytics.

    Responsibilities:

    + Performs routine tasks required to administer and execute Human Resource & Learning programs including but not limited to compensation; productivity, recognition, and morale; occupational health and safety, Agency compliance, Learning Management System Administration.

    + Coordinates the accident reporting process and Worker’s Compensation administration process from the employees initial notice of the need for leave to the return to work.

    + This includes gathering and completing all accident and injury required paperwork for the agency and the insurance carrier, communicating well with the insurance carrier for eligibility determination, properly documenting all reported accidents and injuries as OSHA or Non-OSHA incidents, properly documenting leave as Worker’s Compensation-qualifying, requesting required documentation and medical certification as needed, and accounting for intermittent and reduced schedule leave use.

    + Maintains reasonable communication with employees on leave to facilitate smooth and timely return to work; relays communication between employees and their supervisors during leave within reason.

    + Advises supervisors and employees on the interaction of leave laws with paid time off, and short-term and long-term disability benefits.

    + Coordinates the return-to-work process for employees returning workers compensation.

    + Provides regular reporting on the status of all Workers Compensation cases.

    + Manages inquiries from employees, and management relative to standard HR & Learning policies, processes, etc.; refers more complex questions and/or sensitive matters to appropriate senior-level HR & Learning staff or management.

    + Attends and participates in HR & Learning Department meetings.

    + Maintains a thorough understanding and compliance with federal, state, and local HR laws and regulations, and recommended best practices; assists in the review of policies and procedures to maintain compliance.

    + Maintains knowledge of trends, best practices, regulatory changes, and innovative technologies in Human Resources, training and development, and employment law.

    + Maintains integrity and confidentiality by keeping accurate and up-to-date Human Resource & Learning files, records, and documentation while ensuring completion and accuracy of details.

    + Performs administrative and record-keeping tasks related to learning and development and compliance, which includes OSHA, worker’s compensation, regulatory agency compliance, and training program tracking and reporting.

    + Performs periodic internal audits of HR & Learning files and records to ensure that all required documents are collected and filed appropriately.

    + Assists with record audits and mandatory reports, which may include, worker’s compensation audits, other regulatory compliance audits and reviews, and training program compliance audits.

    + Assists with planning and execution of special events such as organization-wide or departmental meetings and trainings.

    + Required Education and Experience :

    + High school diploma or equivalent required; associate or bachelor’s degree preferred.

    + 1-2 years of Human Resource experience preferred.

    + 1-2 years of Human Resource experience Learning Management preferred.

    + Additional Eligibility Qualifications :

    + SHRM or HRCI certification(s) a plus.

    Essential Job Qualifications:

    + Ability to lift 10 pounds without assistance.

    + Ability to sit, squat, crouch and stand for elongated periods of time.

    + Ability to lift arms over head in upward reaching motion.

    + Ability to walk up and downstairs up to several times per day.

    + Valid driver’s license and auto insurance, free from major infractions and deemed acceptable to our insurance carrier.

    + Varying levels of travel as determined by departmental needs may be required with this position.
